This study aims to suggest the sophistication of the next-generation strategic industry in Circum-East sea region. Also, we propose key strategy and specific action plan of the role of regional finance from the perspective of effects of regional economy and policy feasibility using the ‘Analytic Hierarchy Process.’
First, we propose four key assignments concerning the sophistication of strategic industry.
Second, we use AHP(Analytic Hierarchy Process) to draw four key strategies and ten specific action plans about the role of regional finance in the sophistication of strategic industry. Then, we determine political priority list from the perspective of effects of regional economy and policy feasibility. The result of survey is as follows: six actions plans as “Setting up business-attraction-aiding-center,” “Expanding guarantee fund for strategic industry,” “Allocating policy fund to strategic industry,” “Supporting joint test facilities,” “Aiding starting and restructuring business,” “Reinforcing relationship banking,” marked high scores compared to other four actions plans. To maximize the role of regional finance for the advancement of relatively weak real sector in Circum-East sea region, these six action plans should be carried out in advance of other four action plans.

우선 전략산업 고도화와 관련하여 ‘전략산업 R&D 클러스터 조성’, ‘산업 및 지역간 연계 강화’, ‘해양 바이오-신재생에너지 특화벨트 조성’, ‘환동해권 물류 중심지 역할 강화’ 등 네 가지 과제를 제시하였다.
다음으로, 환동해권 전략산업의 고도화를 위해 지역금융이 수행하여야 할 4대 핵심전략과 10대 세부 실천방안들을 제시하고 ‘계층화분석법(AHP : Analytic Hierarchy Process)’에 의거, 각 핵심전략과 세부 실천방안들에 대한 정책적 우선순위를 ‘지역경제 파급효과’ 측면과 ‘정책적 실현가능성’ 측면으로 나누어 분석․제시하였다. 그 결과, ‘기업유치지원센터 설립’, ‘전략산업에 대한 보증재원 확충’, ‘전략 분야로의 정책자금 적극 배정’, ‘공동 시험설비 지원’, ‘창업 및 구조조정 지원’, ‘지역밀착형 관계금융 강화’ 방안들이 우선순위가 높게 나타나 실물부문 도약을 위한 금융부문의 선도적 기능 극대화를 위해서는 동 방안들이 여타 실천방안들보다 우선적으로 시행될 필요가 있다는 점을 시사하고 있다
