Awareness of industrial security and systematization of industrial security In order to secure national competitiveness, it is necessary to establish awareness of the Industrial Security and build a systematized security system to contribute the development on the state’s industries. Also the state industries will be improved by removing problems in relations to leak of industrial technology which causes detrimental impact to the competitive industrial technology. Improvement of the Industrial Security System The following development schemes are required: Awareness on the importance of the industrial security on the general public as well as the interested party; Upgrade on the security technologies by developing an effective industrial security management and effective security technologies; Actualization of legislation for areas on the industrial security concerned matter; Establish an international co‐operation systems for the industrial security. In order to realize the above development scheme, increase awareness on the industrial security and improvements on security technology and security infra structure are needed. The role of the State The state must consider legislative action, administrative action and international cooperation to establish awareness on the industrial security and build the industrial security system. By achieving the above proposals will result improvements on the industrial security system and furthermore build a firm technology security that will give contribution to the development on the Korean industry.

국가 경쟁력 강화를 위해서는 기술 개발에 의한 경제발전이 뒷받침되 어야하나, 기술개발과 경제성장 과정에서 필연적으로 발생하는 기술유출 특히 기술의 대외유출이 성장의 발목을 잡게 된다. 원활한 기술 발전과 이에 따른 경제성장을 이룩하기 위해서는 각종 기 술유출을 방지할 수 있는 산업보안 시스템과 이와 관련된 주변 환경을 개선할 필요가 있으며 특히 기술유출이 외국과 관련된 사안이 많으므로 산업보안과 관련하여 효율적인 국제협력도 함께 도모할 필요가 있다. 이를 도모하기 위해서는 산업보안에 대한 인식을 정립하고 보안시 스템을 체계적으로 구축하여야 하는 바 ·일반 국민을 포함한 보안관계 자에 대한 보안의식을 제고하고 ·효율적인 보안 기술을 개발하여 보안 기술을 업그레이드하며 ·산업보안보호대상을 현실화할 수 있는 법적 뒷 받침과 ·산업보안과 관련한 긴밀한 국제협력체계를 구축할 필요가 있다. 이를 위해서는 국가가 제도개선을 위한 ·입법조치와 함께 ·행정적 조치 를 효과적으로 취해야 할 것이다.
