The multi-cultural families related problems against social integration have been still happening and spreading negatively, although the First Master Plan for Foreigners (‘08~’12) based on Act on the Treatment of Foreigners in Korea (2007.7) and the Master Plan for Multi-cultural Family Support Policy(‘10-’12). The current study is planning to explore the models of multi-cultural social integration, to annalize the implementation levels of policies and services for multi-cultural social integration in the government, local government, and local social welfare service organizations, and finally to suggest improvement directions. As a result of analysis, first, the government needs to establish a strong government committee for the purpose of mediating governmental departments, as the social integration tasks are fragmented among governmental departments. Second, local government needs to establish exclusive local organization dealing with social integration matters and a council for the purpose of supporting and mediating civil organizations within districts. Finally, the civil organizations working for social integration need to provide multi-cultural families with problem counseling, risk intervention, and employment related services. The policy implementation based on social integration and multi-culturalism would be make the systematic social integration possible, minimizing the problems in the midst of multi-cultural society fulfillment.

2007년 7월 제정된 「재한외국인처우기본법」에 근거 2008년부터 2012년까지 5년간 제1차 외국인정책 기본계획과 국격제고 및 안정적인 사회통합 차원에서 다문화가족지원정책 기본계획(’10∼’12)이 수립·시행되고 있음에도 사회통합을 저해하는 부정적인 문제들이 발생하고 있다. 이에 본 연구는 다문화 사회통합의 안정적인 정착을 위하여 다문화사회 통합정책 유형들을 살펴보고, 중앙정부, 지방자치단체, 지역사회 민간기관 수준에서 다문화사회통합 정책과 서비스의 시행정도와 문제점을 분석하고 개선방향을 제시하려 하였다. 분석결과 중앙정부의사회통합정책은 일부 편향성을 가지고 있고 협력과 조정이 어려운 다 부처 간 사업으로 파편화되어 있으므로 사회통합관련 부처 간 조정기능을 할 수 있는 위원회의 기능강화가 요구된다. 지방정부의 경우 지역사회의 특성이 반영된 외국인 정책 전담기구 설치와 지역 내 민간단체와의 협력 및 유기적인 업무협조가 가능한 협의회의 구성이 필요한 것으로 파악되었다. 그리고 민간사회복지 기관들은 다문화가족의 다양한 문제 상담 및 위기개입 그리고 취업과 관련된 서비스를 제공할 때 다문화사회 이행단계에서 발생할 수 있는 문제를 최소화하고다문화주의에 입각한 유기적인 사회통합을 가능하게 할 것으로 이해된다.
