The purpose of this study is to reduce traffic accidents by suggesting key success factors(KSFs) as fundamental improvement measures derived by in-depth analyses of transportation safety consulting for 38 taxi companies with very high premium rates, over 200% during the triennium 2007~2009. In view of difficult management conditions of these taxi companies, this consultation gave feasible improvement measures in short run with lower costs including introduction of free transportation safety management computer program, completion of driving experience courses for drivers and of specialized safety education for safety managers etc. instead of suggesting improvement measures being required excessive safety investment. The cumulative numbers and casualties of traffic accidents for these companies until September in 2010 show reductions to −16.7% and −8.1% with comparison to those numbers until September in the previous year. This shows that if transportation safety consulting can be extended to bus or truck companies like consulted taxi companies, then it can contribute to management improvement in terms of insurance cost reduction by dropping premium rates according to traffic accident reduction through boosting overall transportation safety management system.

본 연구의 목적은 최근 3년간 보험요율 200% 이상인 법인택시 38개 회사를 대상으로 교통안전컨설팅의 심층 분석을 통해 도출된 근본적인 개선방안으로서의 핵심성공요인을 제시함으로써 교통사고를 줄이는데 있다. 이번 컨설팅을 통해 과도한 투자가 요구되는 개선방안을 지양하고, 무료 교통안전관리 전산 프로그램 도입, 운전자 체험교육 및 관리자의 전문화 교육 이수 등 저비용으로 단기간에 이행이 가능한 개선방안을 제시하였다. 교통안전 컨설팅을 받은 택시회사들의 2010년 9월 교통사고 발생 현황을 분석한 결과, 2009년 9월 대비 사고건수와 사상자수가 각각 −16.7%와 −8.1% 정도 감소한 것으로 나타났다. 이는 이들 택시회사들과 마찬가지로 버스회사, 화물회사로 교통안전 컨설팅을 확대하여 실시한다면 전반적인 교통안전관리 체계 강화를 통해 교통사고 감소에 따른 보험요율을 떨어트림으로서 보험비용 절감을 통한 경영개선에 기여할 수 있음을 보여준다.
