Recently, making selection of the location of public institution by central government has been main issue in Korea. It has caused many conflicts between competing local governments during the selection process. Therefore, this study investigates two main issues. First, what are the factors influencing the selection of the location of public institution? Second, what is the desirable direction of selection of the location of PIMFY facilities? In doing so, this study uses the case of Korea Land & Housing Corporation which Jeonbuk-province and Gyeongnam-province competed to induce its head-office fiercely. In order to find out the influencing factors to make selection, this study looks at two sides: political and economic factors. The former consists of participant’s problem recognition, participant’s response, participant’s interest, participant’s action channels, and participant’s strategy. Economic factors consist of GRDP, local taxes, population, GNI for person, and given share. Results of analysis indicate that the political factors had a decisive effect on the selection, while the economic factors had little. Therefore, this study suggests that the democratic and rational system for the policy-making is keenly necessary to minimize national wastage caused by PIMFY conflicts and to manage them productively.

본 연구는 전북과 경남이 치열한 유치전을 벌인 LH공사를 둘러싼 선호시설 유치 갈등 사례를 중심으로 공공기관의 입지 선정에 영향을 미치는 요인을 분석하였다. 본 연구는 다음과 같은 연구 질문에 따라 진행된다. 첫째, 선호시설의 입지 선정에 영향을 미치는 요인은 무엇인가? 둘째, 선호시설 입지선정의 바람직한 기준은 무엇인가? 이에 따라, 선행연구를 통해 가장 큰 영향을 미쳤을 것으로 판단되는 정치적 요인과 경제적 요인을 분석하였다. 정치적 요인은 ‘참여자 활동분석’을 원용해서 분석하였다. 이 분석의 변수는 참여자의 문제인지, 참여자의 대응, 참여자의 이해관계, 참여자의 행동경로, 참여자의 전략이다. 경제적 요인은 GRDP, 지방세수, 인구, 1인당 GNI, 기존 몫을 양 지역 간에 비교하는 방법으로 분석하였다. 이 같은 분석 결과, 정치적 요인이 입지 선정에 결정적인 영향을 미친 반면 경제적 요인은 거의 영향을 미치지 않은 것으로 나타났다. 따라서 선호시설 입지 갈등에 따른 국력 낭비를 최소화하고, 갈등의 수준을 생산적으로 관리하기 위해서는 민주적이고 합리적인 정책결정 시스템 구축이 필요하다는 정책적 시사점을 도출할 수 있었다.
