The management of National Parks in Korea focuses on land rather than water, often resulting in poor management of marine and coastal areas. This study researches the problems of Marine and Coastal National Park, proposes new management suggestions. The study first considers the park’s ecologic value, its larger role for the environment, and the current management situation. Then, we analyze related research, including studies from the Board of Audit and Inspection, and the parliamentary inspection of the administration, to study the current conditions of the park. We conducted a field investigation and interviewed the managers of Taeanh Coast National Park and Dadohae National Park. From this research, we derived nine management problems: unsuitable zoning, conflicts with local residents, an ambiguous border, etc. We interviewed the manager and conducted a field investigation of Yoshino- Kumano National Park in Japan for the new management proposal. We collected the opinions of many related experts on the reliability of this study. The management proposal is as follows: Construct a database of marine ecosystem information and management pratices. Zone to preserve ecologic value. Plan management that considers marine characteristics Manage the park in relation to the local community.

우리나라 국립공원 관리는 육지 중심으로 이뤄지고 있어 해상·해안국립공원이 그 특성을 반영한 관리가 이뤄지지 않고 있다. 본 연구에서는 해상·해안 국립공원의 관리 문제점을 고찰하고, 관리 개선방향을 모색해보고자 하였다. 해상·해안 보호지역의 가치·역할 및 관리 특성을 정리하고, 해상해안 국립공원의 관리현황 고찰을 위해 관 련 연구, 감사원·국정감사 지적사항 등을 분석하였다. 관리현장의 실상을 반영하기 위해 태안해안국립공원과 다도해 해상국립공원의 현장답사 및 관리자 인터뷰를 수행하였다. 이상을 통해 부적합한 용도지구 설정, 지역주민과의 갈등, 경계의 불확실성, 과학적 조사 및 자료 축적 미흡 등의 문제점을 도출하였다. 관리 개선 방향 모색을 위해 선진해 외 사례조사, 일본 요시노·쿠마노 국립공원의 방문 조사 및 관리자 인터뷰를 실시하였으며, 연구 결과의 신뢰성 확 보를 위해 국내 관련 전문가의 의견수렴을 통해 주요 관리개선 방향으로 ①해양 생태계 정보 구축 및 관리에의 활 용, ②보호 가치 및 관리 필요성에 따른 용도지구 설정, ③해양특성을 고려한 관리계획 수립, ④지역사회와 함께하 는 국립공원 관리를 제안하였다.
