The purpose of this research is to suggest the way toward future-oriented development of Army family support center by examining Armyfamily welfare needs, welfare demand of basic life area, and resources of community welfare supply. In this research, twenty cities' Resources of community welfare have been figured that the Army got stationed. The subjects can be divided into three typessuch as Region centered city type (four of cities) except Metropolice connection type, Micropolitan connection type (four of cities), and Alone life type (twelve of cities and counties).
Each cities and counties'homepage, statistics, and telephone research have been employed in order to examine the resources of community welfare in terms of each
type. According to the research result, first of all, army family support center needs to supplement the weak points and organize the system well inorder to act as hub of army initiated military social welfare. This leads local governments and each individual to develop their capability. Second, human resources who broadly can manage the channel 'army-government-individual' are needed in each army stationed city and county. This helps army family support center to utilize the welfare service that local governments and each individual are supporting. Third, army family support center needs to draw a research to figure what the army family needs for, and according to the research, they need to classify and organize the resources of community welfare as well as evaluation system for service effectiveness. Fourth, army family support center needs to establish the integrated network system with Ministry of National Defense, and develop the detailed contents which are adopting each army and region's own characteristic. This consequently makes army family have abundant and practical information.

본 연구의 목적은 군인가족의 복지욕구와 기초생활권의 기본 복지수요 및 실제 지역사회 복지자원 공급 현황을 파악함으로써 군인가족지원센터의 미래지향적 발전방안을 제안하는 것이다. 이를 위하여 본 연구에서는 군부대가 주둔하고 있는 지역 가운데 대도시를 제외하고 지방중심도시(4개시), 중소도시연계형(4개시), 독자생활권(12개시군) 등 3개 유형, 20개 시군을 대상으로 지역사회 복지자원 조사를 실시하였다. 유형에 따른 시군의 지역사회 복지자원 현황을 파악하기 위해 각 시군 홈페이지와 통계자료 및 전화로 그 내용을 확인하였다. 본 연구결과는 다음과 같다. 첫째, 지자체와 민간의 복지역량을 확보하기 위해서는 군인가족지원센터가 군 주도적 군인가족복지의 허브기능을 할 수 있도록 조직과 제도의 체제 정비를 도모해야 한다. 둘째, 군인가족지원센터가 지방자치단체와 민간의 복지서비스를 활용하기 위해서는 군부대 주둔지별로 군-관-민 채널을 구축할 수 있는 총체적 관리능력을 갖춘 전문 인력이 확보되어야 한다. 셋째, 군인가족지원센터는 각 지역마다 군인가족의 Needs가 무엇인지를 파악하기 위한 조사가 필수적이고, 이에 대응하여 지역사회 복지자원의 분류와 조직화는 물론 적용효과에 대한 평가체제까지 갖추어야 한다. 넷째, 군인가족지원센터는 군인가족지원과 관련하여 국방부 통합 웹 체계를 구축하고, 각 軍별ㆍ지역별 특성에 부합하는 세부 콘텐츠를 개발하고 탑재함으로써 군인가족에게 실질적이고 다양한 정보를 제공해야 한다.
