In contrast to the traditional approach to clusters, which focuses on "local linkage effects", a new argument insists that clusters need to be open systems. This is so-called the "local-global linkage" system. This paper investigates the argument by using empirical research on the Daedeok R&D Special Zone (or Daedeok Innopolis) in Korea. We chose several variables to measure "locality" to use as the independent variable in the regressions, some of which showed positive relationships with the performance of firms in the cluster, while other variables showed negative relationships. These regression results favor the new position on clusters. We obtained positive signs for the following: co-research with universities or research institutions, local customers, and exchange with local firms. However other variables showed negative signs: local recruitment, funding from local financial institutions, and joint development of technology with other local firms.

혁신 클러스터의 전통적인 이론에서는 ‘국지적 연계효과’를 강조한다. 그러나 최근에는 클러스터가 오픈 시스템이 될 필요가 있다는 새로운 주장도 대두되고 있다. 본 연구는 대덕연구개발특구의 기업들을 대상으로 한 실증연구를 통해 이러한 논쟁에 대한 검증을 하고자 하였다. 실증연구 결과 국지성을 나타내는 몇 개의 변수들은 클러스터 내 기업들의 성과와 긍정적인 상관관계를 나타내고 있으나 다른 몇 개의 변수들은 부정적 관계를 보여주고 있다. 이러한 분석결과는 클러스터에 대한 새로운 관점 즉 ‘글로벌 효과’의 가능성을 열어준다. 본 연구에서는, 대학이나 여타 연구기관들과의 공동연구, 지역고객, 지역기업들과의 거래 등은 국지적 연계효과를 보여주는 반면 인력충원, 금융기관으로 부터의 자금조달, 지역기업들과의 공동기술개발 등에서는 기업성과와 역의 관계가 나타나 국지적 연계 효과가 아닌 글로벌 연계효과의 가능성을 보여주고 있다. 또한 분석결과의 강건성을 확인하기 위해 순위 로짓회귀분석을 추가로 수행하였는데 비슷한 결과를 얻었다
