The Korean government has taken the regional industrial policies since 1999. At present, the leading industry project of 5+2 economic regions is the key policy of great-sphere economic regions. The R&D program is the biggest share of the leading industry project. Therefore, this paper analyzes the economic effects of R&D investment for the bio-medical leading industry of great-sphere economic regions. The bio-medical industry is concentrated in Seoul, the Capital of Korea, and Chung Cheong great-sphere economic regions. We estimate the economic effects of R&D investment for the Bio-Medical leading industries using the Dynamic Seemingly Unrelated Regression (DSUR) in order to accommodate the influence of inter-regional interactions. The empirical analysis presents that the R&D investment enhances the labor productivity in the bio-medical leading industry of great-sphere economic regions. However, the empirical analysis of each great-sphere economic region shows that the economic effects of R&D investment is significant only in Seoul and Chung Cheong great-sphere economic regions. Especially, the economic effect of R&D investment is the largest in Chung Cheong great-sphere economic region. This result implies that the regional industrial policies of Chung Cheong great-sphere economic region should be driven by utilizing the R&D functions of Daedeok Science Town and Osong Tech Medical Complex.

실용정부는 규모의 경제를 통해 지역산업을 육성한다는 방침으로 광역경제권 정책을 추진해오고 있다. 본 연구는 광역경제권 의약바이오 선도산업에 대해 연립방정식 형태의 DSUR추정기법을 이용하여 R&D 투자가 노동생산성에 미치는 효과를 분석하였다. 의약바이오 선도산업은 전체의 63.2%가 수도권에 편중되어 있어서 수도권과 비수도권간의 불균형이 심한 것으로 나타났다. 충청권의 의약바이오산업이 전국의 22.2%로 지역에서는 가장 큰 비중을 차지하고 있다. DSUR분석 결과에 의하면 의약바이오산업의 R&D 투자가 노동생산성을 향상시키는 것으로 나타났다. 반면, 권역별 분석에서는 R&D스톡의 증가는 충청권 및 수도권에서만 부가가치를 증가시켰다. 또한 추정된 노동생산성에 대한 연구개발탄력성과 부가가치의 연평균 증가율 및 산업규모를 종합적으로 고려하여 의약바이오산업을 분석한 결과, 충청권의 경쟁력이 전반적으로 높았다. 따라서 충청권 의약바이오산업을 효율적으로 육성하기 위해서는 연구기능이 집중되어 있는 대덕연구개발특구 및 오송첨단의료복합단지와 연계하는 지역산업육성정책을 추진해야 할 것이다.
