In the ear of new social risks, social service policy has been focused for rebuilding the social infrastructure. There are several different policy approaches in new social service policies compared with traditional social welfare policies such as consumer-directed, marketizing, devolution, etc. In this paper, I analyzed the issues of new policy orientations about Korean social service policies and suggested several policy recommendations. First, I had filed the recent situations about new social risks in Korean society and three stages of governmental welfare policy governance. In this section, I issued the agenda of responsibility in social service policy. Second, I review the historical context of state and market, and then found the balancing clue as a method of social service delivery. Third, for the community-oriented social service policy, the intergovernmental relations have been focused as an important area in social service policy. I analyzed the critical issues structures for devolution with social welfare, and then suggest regionalizing alternative as a compromise proposal. Finally, social service industry is also hot potato in Korean social policy, in the ear of growth without employment. I reviewed the issues and points of that policy area and proposed a few policy recommendations.
