"Who is the spatial planner?" This question is a premise to get a clue of the academic identification of the urban and regional planning. In this study three elements are dealt with: main agent of planning, who are spatial planners, goals, what are they pursuing and planning reasons, why they are aiming at those pursuing points. In case of planner's aplasia, the planning by itself can lose the correct direction. Even though such planning seems to reach any intended goal, its result can be regarded none of beneficiary credible or acceptable. In this context the identity of spatial planners is classified according to their role and mission. As method of research, a broad spectrum of literature is reviewed and examined. It helps to verify how various social classes participate in the planning process and what kind of planning theories are developed. This is the first stage as theoretical approach. The next stage is an issue-based discussion from the critical viewpoint, how proper the spatial planning has been applied in Korean modern history in order to diagnose its spatial distortion and contribute to settle its matters. On conclusion, this argument ultimately resolves itself into the discourse about 'identification of spatial planners in reality', how much spatial planners have contradictorily behaved but how their attitude shall be changed for the better future.
