Throughout half a century of regional development process, "regional economic growth" and "economic efficiency" is the consistent and actual basis in planning process, even though outward purposes of its plans were changed at each phase of planning stage. So, some questions occurred to us why the original purposes of plans grew faded as its process of execution. In this context, the objective of this study is to analyze the correspondence between korean national territorial plan and actual regional policy, and to suggest some policy implications in the process of regional development strategies. For this purpose, political beliefs in six phase of government and it’s comprehensive national territorial plans were reviewed. The correspondence between korean national territorial plan and actual regional policy were analyzed, and the main factors of restriction in achieving regional development goal(ie, regional balanced growth) were also examined. Finally, policy implications for future of Korean regional development process were suggested.
