The purpose of this study is to analyse the planning process of Myeon Center Comprehensive Development Projects(MCCDP) and propose alternatives. The Ministry for Food, Agriculture, Forestry and Fisheries(MFAFF) plans to set a pilot projects for MCCDP, which are pertinent. MCCDP invokes the process and scheme of Rural Village Comprehensive Development Project(RVCDP) and has some problems. One of the problems is that MCCDP of MFAFF and Small Town Developemt Project(STDP) of Ministry of Public Administration and Security(MPAS) are implemented as separate projects. As a result, development of rural center suffers inefficiency. We suggest desirable direction of MCCDP as follows: first, MCCDP and STDP should be integrated in a Rural Service Center Development Project. Second, MCCDP and a spatial development plan for city or county should be connected. Third, direction of MCCDP should be reshaped to fit the changing rural condition. Fourth, MCCDP should include more economic development programs or projects which are related with regional economy and be more flexible. Fifth, the formulation and promotion of the plan should be carried out in partnership.
