The purpose of this study is to select the tourism resource in Ulju-Gun, Ulsan from analysing tourism development factors. Ulsan has been known as one of the most typical industrial cities in Korea. Accordingly, the urban image has been, for instance, long recognised as an environmentally polluted city, because economic growth of Ulsan region heavily relies on manufacturing industries. To change this image and have a correct understanding of Ulsan, it is important to expand the role of tourism in the city.The tourism development factors are grouped into 4 factors : Resources, Activity, Accessibility and Supportability. And they are classified into 14 items. The weighted value is calculated by AHP method in specialists and entropy method in the general public. According to the result of analysis, the most important tourism development factors are Activity and Resources and Ganjeilgot, Seongnamsa, Jinha Beach, Youngnam Alps, Petroglyphs of Bangudae are chosen as major tourist attractions
