Since local autonomy election at 1995, interlocalgovernmental conflict has generated frequently, proceeding to intense dispute in recent. The purpose of this paper is to analyse the institutional, actor’s character and environmental factor through possessing jurisdiction in making uylcon industrial-complex. According to study, we search a results that actor’s character and institutional factor have an effect on dispute factor in the conflict occurrence stage, and actor’s character on it in deepening conflict stage, actor’s character and institutional factor on it in keeping conflict stage. It is analyzed finally that actor’s character and institutional factor have a decisive effect on interlocalgovernmental conflict through uylcon-complex study. Also, we propose that the implication for research is necessary to solution across autonomous cooperation, professional capacity of arbitrator, establishing law possessing jurisdiction. It is to be hoped that this paper will lay the foundation for future work on effect factor of conflict in the other interlocalgovernmental conflict.
