This study focuses on estimating the effectiveness and categorization of real estate policy in korea. To achieve this goal, the goal achievement evaluation is used to address an important question: What are the categories of Korean real estate policies? As such, the goal of this study is to understand the mechanics of Korean real estate policies, and propose the relevant standards for policy makers for analyzing the effectiveness of previous polices.This study examined effectiveness and categorization. According to our results, the goals of polices can be categorized into the following: vitalization of housing market policy(Ⅰ), mass supply policy(Ⅱ), living stability policy and the stability of house price or the control of real estate speculation(Ⅲ). These goals have been executed by 6 policy instruments : application and installment sale(1), tax and fund(2), reconstruction or redevelopment program(3), land supply program(4), housing units construction(5), Speculation Area(6).In the goal achievement evaluation, 3 categories of policy goals have been achieved in almost all outcome indexes. Korean real estate policies have been searched by various goals and instruments.
