This paper introduces current policy issues on export credit insurance which is real problem in Mongolia now; including export credit insurance issues for newly developing firms in terms of small and medium enterprises (SME). Since 2003, Mongolia is facing significant socio-economic as well as institutional changes. In general, Mongolia has its own specific characteristics that population number is few; land is huge comparing to the population; infrastructure is underdeveloped; social beliefs are stronger, and people are accustomed adaptively in their own spaces. At the same time, because of lack in entrepreneurs’capacity and relatively little verification of export goods, there is urgent need of developing new institutions regarding export credit insurance policy such as good government policy and sound law environment. On the other hand, in past several years mining sector has been playing a crucial role in Mongolian economic development. In addition, construction sector also passed its infant stage. Financial institutions have been enhanced as a result of increasing foreign and domestic investments in both public and private sectors. Export credit insurance policy is essential for the sustainable development of more complex financial system in Mongolia. Therefore there is a need to study other countries’ experiences such as South Korean state-led development strategy including export credit insurance policy. In this respect, Mongolia will benefit from this completing transition period rapidly.

이 논문은 당장의 주요 이슈는 아니지만 몽골에서 신흥 중소기업에 대한 수출신용보험 과 수출보험 관련 정책현안을 다룬다. 2003이래 몽골은 제도개혁을 비롯한 사회경제적인 주요한 문제들에 당면하고 있다. 일반적으로 과소인구, 광활한 국토, 취약한 사회간접자본 과 사회보장과 같은 엄중한 특징을 가지고 있고 국민들은 그런대로 적응하여 생활하고 있 다. 또한, 기업능력의 부족과 상대적으로 단조로운 수출상품구조를 가지고 있다. 따라서 적합한 정부정책의 수립과 건전한 사법적 환경의 조성에 어울리는 새 로운 수출보험신용 정책과 제도의 도입이 시급하다. 다른 한편으로는 지난 몇 년 동안 광 업부문은 몽골의 경 제발전에서 주요한 역할을 수행하였다. 그리고 건설부문도 유치단계 를 벗어났다. 금융제 도도 공공부문과 민간부문에서의 국내외 투자의 급증에 따라 상당한 발전을 이룩하였다. 수출신용보험정책은 몽골경제의 지속성장과 종합적 금융제도의 개선 과 발전을 위해 절실 한 정책과제이다. 따라서 수출보험정책을 포함하여 국가 주도적 개발 전략을 채택한 한국 과 같은 나라들의 경험을 연구할 필요성이 있다. 이러한 점에서 몽골 은 전환경제의 완성 과 수혜를 위해 한국의 경험을 전수할 수 있을 것이다.
