The large part of the resources is omnipresent in the specific nation and the worry of resource exhaustion the super powers are very competitive in resources security and demand. Since the resource rich countries are dealing the resources as strategic weapon, the both side of demand and supply are devoting to the resources-war. Since the industrial structure in Korea is for the export leading the overseas dependence consumption degree of iron, aluminum, copper, leaden, zinc and nickel are increasing continuously. Korea must prepare not only the stable resource security when the resource prices rise suddenly. Korean government must strengthen the diplomatic activity by providing development financial assistance, technique and know-how grant etc. for the resources retention country, and the development enterprise strengthens the strategic cooperative relationship with the global major companies, substitutional resource development etc. through the various efforts. Korea which jumps in newly to international aid market the strategy of discrimination and specialization of Assistant diplomacy is recommendable strategy of the best about the developing country. The Korea Initiative will be able to contribute to the economic development of the developing country sharing Korean economic development experience, and Saemaul Movement as the Korea Brand Program are desirable to connect with the resource development projects. In order to come true the package program which is a resource development policy with assistance from the financial cooperation will go with, the strategy among the rest will do as effective export insurance. Already is using a resource development fund insurance providing by the Korea Export Insurance Corporation the insurance market participants must be active with advancement of management and derivatives.

자원의 일부가 특정 국가에 편중되고 자원고갈에 대한 우려 때문에 강대국간 자원확보 경쟁이 본격화 되고 있다. 자원보유국도 자원무기화 정책을 강화하고 있어서 자원확보 전 쟁이라 할 정도로 격렬해지고 있다. 한국은 수출주도형 산업구조를 하고 있어 철·알루미 늄·구리·납·아연·니켈에 대한 소비의 해외의존도가 점점 높아져 지고 있다. 한국은 수요로 하는 자원의 안정적 확보뿐만 아니라 급격한 자원가격 상승에 대비해야한다. 정부 차원에서는 개발자금원조, 기술 및 노하우 공여 등 자원보유국과의 외교활동을 보다 강화 하여야 하고 개발업체는 외국 메이저 회사와의 전략적 협력 관계를 강화하고, 대체재의 개발 등 다양한 노력이 필요하다. 개도국에 대한 원조시장에 새롭게 뛰어드는 한국은 차 별화와 특화 전략만이 최선의 경쟁전략이다. 한국은 개도국의 경제발 전에 기여할 수 있는 분야로 우리의 경제발전경험을 이들 국가에게 전수하는 Korea Initiative, Saemaul Movement와 같은 Korea Brand Program을 특화하여 자원개발사업 과 연계시키는 것 이 바람직하다. 원조와 자원개발이라는 패키기 프로그램을 실현하기 위해서는 금융협력이 동행되어야하는데 그중의 유효한 전략이 수출 보험이라고 하겠다. 이 미 한국 수출 보험공 사에서 재원개발펀드 보험을 운용하고 있으므로 보험시장 참여자들 의 적극적인 참여와 운용기법의 선진화와 개발이 필요하다.
