우리나라는 눈부신 경제성장과 더불어 경제적 윤택함을 가져왔지만 그 대가로 산업현장의 재해는 눈에 띄게 증가하였다. 게다가 산업사회의 성장과 더불어 부수적으로 증가하고 있는 각종 위험 요인으로 인해 산업재해는 심각한 사회적 문제로 대두되고, 국가적으로도 산업재해 다발국가 라는 오명을 벗지 못하고 있다.2010년도 재해자수는 98,645명, 재해율은 0.69%로 2009년 97821명, 0.70%에 비해 재해자수는 824명(0.84%)증가하였고, 특히 2010년도 사망자수는 2,200명으로 2009년 2,181명에 비해 19명(0.87%) 증가하였다. 재해율은 감소추세를 보이고 있으나 중대재해의 빈도는 아직도 높은 실정으로 산업재해는 매우 심각한 문제이다. 특히, 건설산업은 산업재해의 1/3이상을 차지하고 있는 대표적 재해 다발산업으로써 건설재해 예방은 국가적 당면 과제로 인식되어지고 있다. 이러한 이유로 다각적 차원에서 건설재해를 저감시키기 위한 노력이 시도되고 있지만, 작업 및 공정의 대형화, 초고층화, 복잡화 등에 견주어 건설산업 안전관리 수준은 미흡하다. 그러나, 대다수의 업체에서는 안전보건문제에 대한 투자가 원가를 상승시킴으로써 업체의 경쟁력을 약화시킨다는 잘못된 인식을 갖고 있는 것이 현실이다. 따라서 본 연구는 단순히 비용파악 측면 뿐 만이 아니라, 건설 산업 및 업체의 경쟁력 강화에 도움이 되는 정보로서 그 역할을 할 수 있고, 재해예방 투자를 유도할 수 있도록 안전보건경영에 대한 인식을 제고시키고자 한다.
