The purpose of this study was to examine the correlation between the winning of the game and the team order in soccer penalty shoot-outs. Video and reports analyses were conducted with all penalty shoot-outs ever held in FIFA World Cup, the FIFA U-20 World Cup, the FIFA U-17 World Cup, the Men’s Olympic Football tournament, the Club World Cup, the FIFA Women’s World Cup, the FIFA U-20 Women ’s World Cup, the FIFA U-17 Women’s World Cup, the Women’s Olympic tournament, the European Championships and the Copa America(n=123shoot-outs). The winning proportion of when the team taking the first penalty was assessed by counting the number of winning games when the team to strike in the penalty shoot-outs. The results showed that the order of the team to strike prior or not is not critical factor to win the game statistically. But there is shortage of data because it doesn’t have long history since the penalty shoot-outs began in the international soccer games. So it is needed to explore further and widely.
