The purpose of this study is to come up with better legal measures for the sports rights as the study examines the sports safety rights in depth and how the rights are violated. This way, protection of participants and properties of the competitions as well as the sports constitutionalism will be realized during any mega international sports competitions. Also, a high-class advanced sports safety culture is expected to be established. The sports safety rights are constitutionally divided into the physical safety right, the health-care right and the public health right. As a result, in order to conduct a successful safety management which includes hooligans, terrors, and other sports facility-related negligent accidents, the study offers ways to develop the safety relation laws as follows. First, sports safety laws should be established in pursuit of a systematic safety. Second, counter-terrorism-relation laws have to be arranged so that a safe environment without an explosives terror is guaranteed. Third, a reformation of the sports-relation laws is necessary to avoid sports facility-related negligent accidents. Fourth, after sports safety manuals for the safe management are developed, people who are related to sports events should be educated to follow the manuals. Fifth, in order to regain a humanity inside the people, sportsmen should take the initiative and set an example through a fair sportsmanship. In addition, they have to work even harder as they involve themselves in a nature conservation movement so that everyone would enjoy a healthy society.
