Korea was already to enter into an low birth and aging society in 2000, to the aging population accounted for 10.7% of the total population in 2009(birth rate 1.15%). As the average life expectancy of the aging population of today's modern society, came to power as a serious social problem. State of the elderly for these issues are guaranteed the lowest income by social solidarity liability spirits and beings can write to the respect for the dignity as human beings and the right to the pursuit of happiness this basically infringement should not. Guaranteed income for the elderly as long as it is important because it is directly connected other social problems. That is because the core of social security. This study is about in previous reviews for systems establishing of guaranteed retirement income in public. In other words, it is a general theoretical study to aware of the importance of income security system of the elderly as a social security's type and the strengthening of elderly welfare. Through this study is to encourage the promotion of legislation and development of a variety program in retirement income security.

우리나라는 이미 2000년에 저출산 고령화사회로 진입하였고, 2009년에 노인인구가 전체인구의 10.7%를 넘어섰다(출산율 1.15%). 평균수명이 연장되면서 인구의 고령화는 오늘날 현대사회의 여러가지 사회문제 중 심각한 문제로 발전하기에 이르렀다. 노인들의 이러한 문제에 대해 국가는 사회 연대적 책임정신을 발휘하여 최저한의 소득을 보장해줌으로써 인간으로서의 존엄성이나 행복추구권이 기본적으로 침해받지 않도록 해야 한다. 소득의 보장은 노인의 다른 사회적 문제와 직결되어 있기 때문에 그 만큼 중요한 것이다. 이는 바로 사회보장의 핵심이기 때문이다. 본 연구는 공적 노후소득보장체계 확립을 위한 사전적 검토로서 노인복지의 강화수단이자 사회보장의 한 유형으로써 노후소득보장제도의 중요성 인식에 관한 일반론적 고찰이다. 이를 통해 다양한 노후소득보장 프로그램 개발과 입법화의 촉진을 기하고자 한다.
