Saemaul Undong, marking the 40th anniversary has been now received global interest. We conducted a questionnaire survey on public awareness about Saemaul Undong in Korea to review the value and meaning of Saemaul Undong, thereby providing basic data useful in searching the future direction of Saemaul Undong. This study presents the following assessment of Saemaul Undong by the public. First, Saemaul Unding is a 'living-well movement' aimed to escape rural poverty and to narrow the development gap between urban and rural regions. Second, President Park Chung Hee's leadership had greatly affected on the progress of Saemaul Undong, which contributed significantly to the national development. Third, the spirit of Saemaul Undong must be succeeded to modern society, although unequal development between regions and complicity in corruption were raised as the most negative consequences. Fourth, the propagation of Saemaul Undong to other countries is necessary for the increase in global impact of Korea and eradication of global poverty. For this, the development of models of Saemaul Undong applicable to each country is an urgent task. Lastly, Saemaul Undong should be propelled by citizen and future Saemaul Undong should be a community movement agreed to konwledge-based society. In addition, the systemic study on Saemaul Undong is needed. Saemaul Undong is a 'living-well movement' which can continuously improve the quality of lives. Therefore, this movement can be applied to both developing and developed countries, and continuous study and education of Saemaul Undong leaders are important.

본 연구는 40주년을 맞이한 새마을운동이 현재 전 세계가 주목하게 되면서 과연 우리 국민들은 새마을운동에 대해 어떻게 생각하고 있는 지 국민의식조사를 실시하여 새마을운동의 가치와 의미에 대해 재조명하고, 앞으로 새마을운동이 나아가야 할 방향을 모색하는데 활용될 수 있는 기초자료를 제공하는데 그 목적이 있다. 조사분석 결과, 국민들은 새마을운동의 본질에 대해 올바르게 인식을 하고 있고, 새마을운동이 국가발전에 크게 기여한 것으로 판단하고 있으며, 앞으로 새마을운동의 정신을 계승해야 한다고 생각하고 있었다. 또한 새마을운동의 해외전수가 필요하고, 향후 새마을운동의 주체는 주민이 되어야 하며, 새마을운동의 학문화가 이루어져야 한다고 생각하는 것으로 나타났다. 그러므로 앞으로의 새마을운동은 먼저 시대적 환경에 맞게 발전시켜 나가야 한다. 그리고 새마을운동의 학문화를 추구하고 매뉴얼을 개발해야 하고, 새마을 리더를 양성해야 한다. 또한 향후의 새마을운동은 여성들과 청년층의 참여를 적극적으로 유도할 수 있는 방안을 모색하고 학력이 낮은 사람들도 공감대를 형성하면서 함께 할 수 있는 대책의 마련이 필요하다 할 수 있다. 끝으로 새마을운동은 잘 살기 운동으로 주민의 삶의 질을 지속적으로 향상시킬 수 있는 운동이다. 따라서 새마을운동은 개발도상국 뿐 아니라 선진사회에서도 적용할 수 있는 잘 살기 운동으로 지속적인 연구와 학문화 및 우수인재 양성이 중요한 과제이다.
