This study aims at developing factors impact on the garbage quantity with the panel analysis which can show differences not only among groups but also before and after a ceratin time. It was well known that factors that affect the volume of garbage are many; ;the garbage change from Uni-level pricing system into Pricing Garbage by Bag, budget and number of personnels related to garbage treatment by 14 local governments, and regional characteristics such as degree of urbanization, population and income. This study will try to show whether the volume of garbage was affected since the inception of the pricing garbage by bag system in 1995 by using the time-series analysis. This study will also try to know whether there are differences of decreasing the volume of garbage by 14 local governments in Jeollabuk-do province by applying the cross-sectional analysis simultaneously. As a result, the change of the volume of garbage and waste recycling are best explained by the Fixed-Effect Model called Model 2 among 5 estimated models. According to this model, the garbage quantity decreased by 32.97% and the waste recycling increased by 202.53% since the implementation of the policy of the pricing garbage by bag. On the other hand, the budget of garbage disposal was found to be significant in Model 2, Model 3 and Model 4 respectively in terms of the volume of waste recycling. The volume of waste recycling increased approximately by 0.001% in best suited model, Model 2 of Fixed-Effect Model.

본 연구는 시점 및 집단차이를 나타내줄 패널분석을 통해 쓰레기배출량에 영향을 준 요인이 무엇인지를 양적으로 규명해보고자 하였다. 쓰레기 배출량에 영향을 주는 요인들은 많다. 쓰레기종량제라는 정책도 있고, 각 자치단체별 예산과 인력의 투입, 지역적 특성도 있다. 본 연구는 종단면으로 1995년 쓰레기종량제가 배출량에 영향을 주었는지와 횡단면으로 전라북도 내 14개 시군별로 어떤 차이가 있는지를 동시에 보았다. 연구결과, 쓰레기 배출량과 재활용량은 여러 추정모형 중에서 모형2의 고정효과모형(fixed effects model)이 가장 적합한 것으로 나타났다. 이 모형에 의하면 쓰레기발생량은 종량제 실시 이후 32.97% 감소, 재활용량은 종량제 실시 이후 202.53% 증가한 것으로 나타났다. 더불어 쓰레기처리 예산은 재활용량의 모형2, 모형3, 모형4에서 유의미하게 나타났으며 가장 적합한 고정효과모형에서 약 0.001% 증가된 것으로 나타났다.
