The role of client is critical in occupational injury prevention as well as in successful project implementation. However, the role of client has not been legally established yet and relevant measure has not been utilized either in the Republic of Korea. This study aims to suggest the client-initiative safety and health organization with both client-motivating and client-enforcing strategies through questionnaire surveys on the roles and consciousness of safety matter of clients in ongoing construction projects. According to the survey, the main reason of clients' indifference to safety matter is due to the lack of mandatory responsibility. Double fold strategies for the enhancement of client-initiative safety management are drawn and suggested as follows. (1) As enforcing strategy; Safety and health organization in construction projects has to be rectified according to the roles of participants through the relevant legislations. (2) As inducing strategy, various measures to motivate the clients are proposed including the provision of safety management tools and safety professionals etc.

건설사업은 발주자, 설계자, 감리자, 시공자, 협력업자 등 다수 이해당사자가 참여하여 장기간에 걸친 공동작업으로 이루어지며, 발주자는 건설사업의 전과정에 가장 강력한 영향력을 행사하고 있다. 공사중의 사고방지를 목적으로 하는 안전관리 분야도 발주자의 주도적 역할이 필요하나, 기존의 건설공사 안전관리체제나 관행은 발주자의 역할이 미흡하거나 참여가 배제되고 있다. 본 연구에서는 우리나라의 기존 건설안전관리체제와 발주자 의 안전관리 실태 조사를 통하여 발주자 주도의 안전관리체제 구축을 위한 시사점을 도출하고 이의 촉진 방안을 제시함으로써, 건설안전관리체제의 실효성 개선을 통한 건설재해의 효과적 저감에 기여하고자 하였다. 실태조사 결과, 발주자의 안전에 대한 무관심의 근본원인은 법적책임의 미비에 있는 것으로 나타났다. 발주자 주도의 안전관리를 촉진시키기 위해서는, 합리적인 발주자에 대한 접근 경로의 확보를 전제로 법적인 책무를 부여하는 규제전략과 자율적인 안전활동을 촉진시킬 수 있는 유인전략을 공공 발주자와 민간 발주자의 특성에 따라 선택적으로 적용할 것을 제시하였다.
