Over the world, a new paradigm of green construction emerged from social demands and concerns of energy and resource depletions and environmental conservation. In order to support concepts of this green construction, green building certification systems (LEED, BREEAM, CASBEE, and GBTool) in many world's leading countries were developed and enforced from the early 1990s. The purpose of this study is to introduce recent changes of the USGBC's LEED system as one of the most authoritative green building certification systems and to present important strategies for obtaining green building certification of new constructions under the new LEED 2009 NC system through a survey. As a case study, obtained credits of rating criteria in the 23 projects awarded to the highest certification level in the LEED system are investigated and analyzed. And two main strategies for green building certification under the LEED 2009 NC system are suggested through the survey. The first strategy is about the submittal time of certification data and materials for each rating criteria in the project phase (design or construction phase). The second one is about the engagement on the decision making process of construction project participants (owner, architect, or general contractor) in order to obtain each rating criteria. The survey found that 19 of 34 rating criteria should be submitted in the design phase as the first strategy about the submittal time of certification materials and design team, contractor, and owner should be participated on the decision making process for obtaining respectively 18, 9, and 7 rating criteria. By recognizing the rating criteria in the LEED 2009 NC system and following these two strategies, the green building certification for new constructions will be systematized and streamlined.

전 세계적으로 친환경 건축이라는 새로운 패러다임이 에너지 및 자원의 고갈과 환경 보전이라는 사회적인 요구와 관심 속에서 생겨났다. 이러한 친환경 건축이라는 개념을 뒷받침하기 위해서, 1990년대 초반부터 많은 세계 주요 국가에서는 친환경 건축물 인증제도가 개발 시행되었다. 이 논문의 목적은 가장 권위 있는 친환경 건축물 인증제도 중의 하나인 미국 그린 건축 협의회 LEED 제도의 최근 개정된 변화를 소개하고, 건축 전문가 집단을 대상으로 한 설문조사를 통해서 LEED 인증제도에서 신축 건축물의 친환경 인증을 위한 중요한 전략을 제시한다. LEED 제도에서 최고 인증 등급을 받은 23개 건축물의 평가항목별 취득점수 관한 사례 조사를 한 후, 설문 조사를 통해서 얻은 LEED 2009 NC 인증제도에서의 친환경 건축물 인증을 위한 두 가지 전략을 제시한다. 첫 번째 전략은 건설 사업 단계에서의 각각의 평가항목에 대한 인증 자료의 제출시기에 관한 것이고, 두 번째 전략은 각각의 평가항목의 점수를 취득하기 위한 건설 사업 관계자들의 의사 결정 과정에서의 참여도에 관한 것이다. 설문 조사의 결과로서 34개 평가항목 중 19개 항목의 인증 자료들은 설계 단계에서 제출되어져야 하고, 건축 설계팀, 시공사, 발주처는 각각 18, 9, 7개의 평가 항목 취득에 대한 의사결정과정에 참여해야 한다는 전문가 의견이 나왔다. LEED 2009 NC 인증제도의 평가항목을 인지하고 이 두 가지의 전략을 취함으로써 신축 건축물의 친환경 인증은 보다 체계적이고 원활하게 될 것이다.
