1945년 국립경찰 창설 이후 외사경찰은 국위선양은 물론 불순한 세력들의 체제 전복기도를 예방하고 외세로부터 국민을 보호하는 한편 국가발전의 원동력이 되어 왔음은 주지의 사실이다. 외사경찰 태동기에 있어서 외사경찰은 불순세력으로부터 국가체제의 붕괴를 예방하고, 외국자본의 침식으로부터 국가경제를 보호하며, 외국의 불량사조로부터 고유한 민족문화를 보호하기 위한 첩보의 수집과 수사기능을 담당해 왔다. 외사경찰의 발전기에 있어서는 국가간 교류와 외국인 출 ․ 입국자의 계속적인 증가로 외사경찰은 여러가지 국제성 치안문제에 대비하기 위하여 다양한 노력을 기울여 왔다. 글로벌 외사경찰시대를 맞이하여 외사경찰의 조직과 인력을 보강하는 한편 외국인 범죄 단속활동과 병행하여 외국인 인권보호에도 앞장섰으며, 외국경찰기관과의 교류협력을 확대하는 등 국제경찰 교류 및 협력증진을 도모하였다. 이 같은 외사경찰의 중요성에 비추어 볼 때 아직까지 외사수요 증가에 따른 인력이 전체 경찰관의 1.2%에 불과한 실정이며, 아울러 외사요원들의 전문성 역시 부족한 실정에 놓여 있다. 향후 외사경찰의 중요성을 다시 한번 인식하여 외사경찰에 대한 인력증원과 전문성과 국제적인 감각을 지닌 전문 외사요원의 양성이 시급하다고 할 수 있다.
