The Chinese security service starts in 1980s performing variety service for foreign affiliates in Special Economic Zone. The rapid growth of economic result in lots of crime that is subversive of social order. Many foreign affiliates who are known as symbol of wealth became the target of the crimes. The Chinese Public Security department is the only agency who is in charge of social security at that time. However, they found out they reach the limit due to the special nature of the role which is one of the governmental agency and the extremely expanded duties make it impossible that taking care of all the economic sector. The Shekou Security Service Company was founded at the time that society faced the serious safety problems. Now the company operates around 3,000 branches in China with over 3,500,000 employees, it is no doubt becoming one of the burgeoning industries. Besides that Management Regulation of Security Guard Service has been established to standardize the security guard service, enhance the management and keep better social order. The Chinese Security Service is assisting government to regulate society orders and helping prevent crime and it is playing important role in public security environment. However, there is quite a few problems contains in the service when it compares to the security industries from developed countries. There are several obstacles such as demarketing operation, lack of professional training,, the imperfection of the law, and the failure of collaboration with Police Department are blocking the progress of security service development in China. The research analyzes the reality of the Security Service industry and the main reasons that hampering its growth. The research aims to help to improve the industry’s standard and indicate the appropriate solution for the industry.

중국의 보안서비스업은 19세기 80년대에 중국의 경제특구에 진입한 외자기업에 대한 안전서비스로부터 시작되었다. 당시 경제의 발전과 더불어 나타나는 여러 가지 사회병리현상은 각종 치안문제들을 초래 하였다. 그래서 부(富)의 상징인 외자기업은 급속히 범죄의 표적으로 노출되었다. 그러나 전반 사회의 치안업무 담당자인 경찰은 업무의 팽창과 공권력이라는 특수한 속성으로 외자기업을 포함한 사회의 모든 경제성분에 대한 안전서비스를 제공하는데 한계가 있었다. 이 삼자간의 모순을 해소하기 위하여 심천에서 중국 첫 보안서비스업체인 써커우(蛇口)구보안서비스회사가 창립되었고 뒤를 이어 중국 보안서비스업은 현재까지 근 3,000여개의 보안업체와 350여만 명의 보안원을 보유한 신흥산업(新兴产业)으로 우뚝 성장하였다. 또한 「보안서비스관리조례」라는 국가적인 보안 관련 법제를 정비함으로써 법에 의거한 직업의 자율화와 권익 수호 및 활동의 명시, 그리고 그에 대한 법적 근거를 마련하였다. 중국 보안서비스는 공안기관을 협조하여 사회치안유지와 범죄예방면에서 중요한 역할을 하였고 일자리 창출과 관련 산업의 발전에도 기여를 하였지만, 선진국들의 보안업과 비교해보면 여전히 많은 차이와 문제점들이 제기되고 있다. 보안업체의 비시장화(demarketing)운영, 법적ㆍ제도적 장치의 낙후, 교육훈련의 부진, 경찰과 상호협력체제 면에서의 미흡 등 문제점들은 우리나라 보안시장의 발전에 큰 걸림돌이 되고 있다. 하여 본 연구는 중국보안서비스시장의 현황을 분석하고 보안업의 발전을 저애하는 여러 가지 요인과 문제점을 도출하였으며 선진국의 보안업과 비교하여 중국 보안업의 총체적수준을 향상하고 보안서비스시장 발전에 어울리는 대책을 제시하고자 하는데 목적을 두고 있다.
