This study is designed to analyze effect recognition of local residents, which is a provider and a operator in local festivals. The data were collected from questionaires filled out by the 288 residents. The results of this research can be summarized as follow. First, most of residents showed positive effect recognition on the local festival impact. Secondly, there was significant difference in degree of effect recognition between residents. Third, it showed that, among the 5 effect recognition factors, 'socio-cultural effect', 'economic effect', 'environmental effect', 'local industries network and community attachment', 'locals image' and among the 5 factors 'economic effect' had the strongest effect on the contribution of regional development. The facts find that the residents-oriented festival planning and promotion is more important in the partnership with local government and private sector-local residents.
