The Korean youth policy has been started since a upbringing youth law was established in 1987, and the 3rd upbringing master plan has been established until 2007. Accordingly, many youth facilities were built not for the needs of demand but for the facilities and programs of the supplier. Future youth facilities should develop and supply the verified youth programs and should construct the facilities that preferred by the youth. For this reason, most of all, the objective standard of youth facilities and building should be established. Not yet established standards, size, and the functions of the facilities needs to be newly highlighted. Moreover, the rational and scientific models of the youth facilities should be developed through the setting of key roles and facilities per type and forming the theoretical structure of operational standard. The systematic provisions need to be prepared for guiding and controlling of the public youth facilities.

우리나라의 청소년 정책은 1987년 청소년육성법 제정을 출발로 독자적인 정책 영역으로 등장하였고 2007년까지 제3차에 걸쳐 청소년육성기본계획을 수립하였다. 이에 따라 많은 청소년수련시설이 건립되었으나 기본적으로 청소년시설은 수요자 중심이 아니라 공급자 중심의 시설과 프로그램이 설치 운영되어 왔다. 앞으로의 청소년수련시설은 청소년이 선호하는 검증된 프로그램의 개발․보급과 시설건립이 계획되어야 한다. 이를 위해서는 무엇보다 청소년시설의 시설기준 및 건축기준이 제정되어야 한다. 기존의 미처 정립하지 못한 각 시설에 대한 시설기준과 규모 및 기능에 대한 규정을 새로이 조명하여야 한다. 이와 함께 유형별 청소년시설의 주요역할과 시설의 설치 및 운영기준에 관한 이론체계 정립을 통하여 합리적이고 과학적인 청소년시설의 모형이 개발되어야 한다. 또한 공공청소년시설 건립을 지도 감독하는 제도적 장치가 마련되어야 할 것이다.
