본 연구는 1952년 1월 18일 한국 정부가 선포한 「대한민국 인접 해양의 주권에 관한 대통령의 선언」(이하 평화선)에 대한 일본 국회의 초기 인식과 정책 대응 과정을 분석한다. 기존 연구가 주로 한국의 입장과 국제법적 쟁점에 주목한 데 비해, 본 연구는 일본 국회 속기록을 중심 자료로 활용하여 일본이 평화선을 어떠한 문제로 인식하고 어떤 대응 논리를 구성했는지를 검토하였다. 이를 위해 과정추적 방법을 적용해 평화선 선포 직후 일본 국회의 문제 제기와 정부의 공식 답변, 정책 선택의 형성 과정을 추적하였다. 분석 결과, 일본은 평화선을 공해 자유 원칙과 국제 어업 질서에 반하는 한국의 일방적 조치로 규정하며 강경 대응의 필요성을 제기하였다. 그러나 실제로는 대항 선언이나 직접적 강경 조치보다 한일회담과 외교 교섭을 통한 해결을 모색하였다. 이는 러시아의 일본어선 나포, 단속선 부족, 한국 해역의 경제적 중요성, 강화조약 비준 이전의 외교적 제약, 클라크 라인의 존재 등 복합적 조건에 의해 제약되었기 때문이다. 또한 일본은 미일가 어업협정을 평화선 대응의 기준으로 삼아 국제법적 정당성을 확보하려 했지만, 해외 유사 사례와 전후 외교 환경의 한계로 인해 그 논리를 충분히 확장하지 못했다. 본 연구는 일본 국회 속기록 분석을 통해 일본의 평화선 대응이 단순한 반발이 아니라 전후 동아시아 질서와 대미･대한국 외교, 그리고 국내 어업 이해가 교차하는 가운데 형성된 제한적 정책 선택이었음을 밝힌다.

This study examines the initial perceptions and policy responses of Japanese political actors to the “Declaration of Maritime Sovereignty of the Republic of Korea over Adjacent Seas” (the Peace Line), proclaimed on January 18, 1952. While previous studies have focused mainly on Korea’s policy formation and international legal debates, this study analyzes how the Japanese government and political elites interpreted and responded to the Peace Line by examining the proceedings of the Japanese Diet. The analysis shows that Japan defined the Peace Line as a unilateral measure that violated the principle of freedom of the high seas. However, rather than adopting direct countermeasures, the Japanese government pursued diplomatic negotiations and the Korea–Japan talks. This response was shaped by several structural constraints, including the economic importance of Korean fishing grounds, limited enforcement capacity, and the broader postwar international environment. By focusing on the Japanese Diet proceedings, this study highlights how Japan’s response to the Peace Line was formed and adjusted within domestic political debates.
