본 연구는 청년예술 지원사업의 심의총평을 경유하여 청년예술(인)이 타 예술인 세대로부터 어떻게 인식되고 있는지를 알아보려는 목적이 있다. 청년예술(인) 개념은 대한민국 사회의 청년실업이라는 사회구조적 문제를 해결하기 위한 청년정책에서 비롯되어 예술(인)정책으로까지 파생된 근원적 배경이 있다. 이러한 바탕 위에서 청년예술인의 창
작계획을 평가한 심의총평을 해체하여 예술계에 존재하는 타자로부터 청년예술(인)의 의미를 재발견함으로써 청년예술에 관한 개념과 논의를 새롭게 확장하고자 한다. 이를 위해 앞서 연구된 청년예술(인)의 주요 쟁점과 동향을 초출하여 청년예술은 사회문제 해결로의 청년복지의 대상, 예술정책으로서의 예술(인)지원, 그리고 세대를 구분한 예술창작의 한 형태 등으로 이해되고 있음을 파악했다. 분류된 청년예술의 개념 및 논의와 더불어 연구의 중심이 되는 청년 예술 지원사업의 심의총평은 오랜 기간 해당 사업을 다양한 유형으로 시행하고 평가해온 서울문화재단의 4개년도 자료를 대상으로 선정했다. 매년 500건 이상을 상회하는 청년예술 지원서를 통해 공연 및 전시 분야의 각 전문가 그룹 총 33명의 심의에 관한 종합된 의견을 검토하여 분석하였다. 그 결과 청년예술(인) 개념은 전문성을 기반으로 예술계에 소속된 예술(인), 기성과는 다른 독자성을 지닌 창작의 형태와 방법론, 당사자로서 예술인 존재가 가지는 질문과 문제의식의 내용 등으로 나타났다.

This study aims to explore how youth artists are perceived by other generations of artists through the review summaries of youth art support projects. The concept of youth artists originates from youth policies created to address the structural social issue of youth unemployment in South Korea, which has subsequently extended into art policies. Building on this foundation, by deconstructing the review summaries that evaluated the creative plans of youth artists, this study seeks to rediscover the meaning of youth artists as viewed by others within the art community, thereby expanding the concepts and discussions surrounding youth art. To this end, the study first examined and interpreted key issues and trends related to youth artists identified in prior research, recognizing that youth art is understood as a target of youth welfare aimed at solving social problems, as art support within art policies, and as a form of artistic creation distinguished by generational differences. Alongside the classified concepts and discussions of youth art, the core of this research—the review summaries of youth art support projects—was selected from four years of data provided by the Seoul Foundation for Arts and Culture, which has long implemented and evaluated these projects in various forms. The study analyzed comprehensive opinions from 33 expert reviewers across performance and exhibition fields, drawn from over 500 youth art support applications submitted annually. The findings reveal that the concept of youth artists encompasses artists affiliated with the art world based on professionalism, forms and methodologies of creation possessing distinctiveness different from established artists, and the questions and critical awareness inherent to artists as subjects themselves.
