Recently, we have seen a continuous increase in cases in which not only public figures and celebrities but also ordinary people and teenagers exposed on social media suffer malicious comments. As the damage from malicious comments extends to ordinary citizens, the economic losses stemming from the emotional and physical harm they cause are expected to be substantial. However, it is difficult to quantify their direct impact because malicious comments are non-monetizable. If the socioeconomic costs of malicious comments are measured not just at the individual level but as a loss to society as a whole, both businesses and governments can justify managing them. The purpose of this study is to conduct an analysis of the socioeconomic costs of malicious comments and to estimate these costs. The study's estimation of socioeconomic costs stemming from malicious comments, ranging from KRW 943.11 to 945.91 billion (USD 691 to 694 million), relied on the contingent valuation method (CVM) to assess users' subjective willingness to pay (WTP) for prevention services. The results of the socioeconomic costs caused by malicious comments could serve as grounds for improving the quality of the digital environment, safeguarding the mental health of social media users and ensuring the long-term operation of platforms. This strongly suggests that strategic management and operational policies and systems to address malicious comments in the digital environment are urgently needed.

소셜미디어의 확산과 함께 공인뿐만 아니라 일반인과 청소년을 대상으로 한 악성댓글 피해가 지속적으 로 증가하고 있다. 악성댓글은 비시장 재화의 특성을 지니고 있어 그 직접적인 피해를 수치화하기 어렵다. 기존 연구들은 주로 공개된 데이터나 가시적인 비용인 의료비, 법률 비용 등에 의존하여 비용을 추정했으 나, 이는 소셜미디어 이용자가 겪는 심리적 불편함과 같은 무형의 비용을 과소 추정하는 한계가 있다. 본 연구는 이러한 한계를 극복하기 위해 조건부 가치측정법(CVM)을 도입하여 악성댓글로 인해 발생하는 불편 비용을 정량적으로 추정하였다. 이를 위해 한국의 20~69세 소셜미디어 이용자 1,000명을 대상으 로 설문 조사를 실시하여 악성댓글 예방 서비스에 대한 주관적 지불의사금액(WTP)을 분석하였다. 분석 결과, 소셜미디어 이용자가 악성댓글을 피하기 위해 지불하고자 하는 연간 사회경제적 비용은 약 9,431.1억 원에서 9,459.1억 원으로 추정되었다. 악성댓글로 인한 사회경제적 비용의 결과는 디지털 환 경의 질적 개선, 소셜미디어 이용자의 정신 건강 보호, 플랫폼의 장기적 운영의 근거가 될 수 있다. 또한, 디지털 환경 내 악성댓글의 사회적 비용 결과를 통해 악성댓글 대응을 위한 전략적 관리뿐 아니라 운영 정 책과 시스템이 필요함을 시사한다.
