본 연구는 대한민국 비영리 풀뿌리 스포츠 조직의 거버넌스 문제를 분석하고 개선 방안을 제시하여 지역 스포츠 활성화뿐만 아니라 스포츠 산업의 성장과 발전 방안을 제시하는데 목적이 있다. 이를 위해 전·현직 임직원을 대상으로 심층 면담하여 주요 문제를 도출하였다. 연구 결과, 비영리 스포츠 조직은 높은 재정 의존과 정치적 간섭으로 인해 자율성 과 독립성이 약화 되었으며, 리더십 문화의 경로의존성이 조직 운영 전반에 부정적인 영향을 미치고 있음이 확인되었다. 또한, 스포츠 거버넌스 구조의 비효율성은 의사결정의 경직성과 투명성 부족으로 이어져, 조직의 신뢰와 공정성을 약화하 는 핵심 요인으로 작용하였다. 이를 해결하기 위해 본 연구는 재정 다변화를 통한 조직의 독립성 확보, 투명성과 책임성 강화를 위한 제도적 장치 마련, 리더십 문화의 혁신, 그리고 글로벌 모범 사례의 맞춤형 적용을 제안하였다. 본 연구는 대한민국 스포츠 조직의 지속 가능한 발전과 공익적 가치 실현을 위한 방향성을 제시하였으며, 향후 제안된 방안의 실행 가능성을 검토하고 구체적 실행 전략을 마련함으로써 조직의 경쟁력 강화를 기대한다.

This study aims to analyze the governance issues of nonprofit grassroots sports organizations in South Korea and propose improvement strategies, with the goal of revitalizing local sports as well as fostering the growth and development of the sports industry.To this end, in-depth interviews with current and former executives and employees were conducted to identify key issues. The results of the study confirmed that non-profit sports organizations have weakened their autonomy and independence due to high financial dependence and political interference, and that the path dependence of leadership culture has a negative impact on the overall operation of the organization. In addition, the inefficiency of the sports governance structure has led to rigidity and lack of transparency in decision-making, which has acted as a key factor in weakening the trust and fairness of the organization. To solve this, this study proposed securing the independence of the organization through financial diversification, establishing institutional devices to strengthen transparency and accountability, innovating the leadership culture, and customized application of global best practices. This study presented a direction for the sustainable development and realization of public value of sports organizations in Korea, and it is expected to strengthen the competitiveness of the organization by examining the feasibility of the proposed measures and establishing specific implementation strategies in the future.
