본 연구는 고령화와 인구감소가 지역경제 효율성에 미치는 구조적 영향을 실증적으로 분석하였다. 분석대 상은 2013년부터 2022년까지의 전국 17개 광역자치단체이며, 자료 포락 분석(DEA)의 투입지향 모형을 적용하였 다. 투입변수는 고령인구 비율, 사회복지지출 비중, 전출률로 설정하고, 산출변수는 지방세 수입, 취업자 수, 지역내 총생산(GRDP)으로 구성하였다. 또한, 효율성 점수를 종속변수로 한 다중회귀분석을 통해 외생 변수의 영향을 검증 하였다. 분석 결과, 고령화 및 인구 유출이 심화한 지역일수록 효율성이 낮았으며, 복지지출 확대 또한 부정적 영향을 미쳤 다. 그러나 동일한 제약 속에서도 상대적으로 높은 효율성을 보인 지자체가 존재하여 정책 대응 역량의 중요성이 확인되었 다. 효율성 결정 요인 분석에서는 지방교부세가 효율성을 제고하는 반면, 의료 기반이 반드시 지역경제 성과로 직결되지 않을 수 있음 시사하였다. 이러한 결과는 지역 특성에 기반한 자원 재배분, 정주 환경 개선, 그리고 효율성 중심의 평가 체계 도입이 필요함을 시사한다. 본 연구는 인구구조 변화에 대응하는 지역 맞춤형 정책 수립에 실질적 함의를 제공한다.

This study empirically analyzes the structural impact of population aging and decline on the efficiency of regional economies. The analysis covers 17 metropolitan municipalities in South Korea from 2013 to 2022, applying an input-oriented Data Envelopment Analysis (DEA) model. The input variables are the proportion of the elderly population, the share of social welfare expenditures, and the out-migration rate, while the output variables include local tax revenue, the number of employed persons, and Gross Regional Domestic Product (GRDP). In addition, a multi-stage regression analysis was conducted using efficiency scores as the dependent variable to examine the influence of external factors. The results indicate that regions with intensified aging and out-migration tend to show lower efficiency, and expanded welfare expenditures also exert a negative effect. However, some local governments exhibited relatively high efficiency under similar constraints, underscoring the importance of policy response capacity. The analysis of efficiency determinants further revealed that total population enhances efficiency, whereas excessive medical infrastructure undermines it. These findings suggest the necessity of resource reallocation tailored to regional characteristics, improvements in residential environments, and the introduction of efficiency-based evaluation systems. This study provides practical implications for formulating region-specific policies in response to demographic change.
