This study investigates international models of science and technology (S&T) governance to suggest strategic directions for Korea’s intermediary governance institutions. Five countries—the United States, Germany, Japan, China, and the United Kingdom—are comparatively analyzed based on governance structure, budget system, and organizational centralization. The analysis reveals that the United States, Germany, and Japan follow decentralized governance models; China maintains centralized systems; and the United Kingdom adopts a hybrid model that blends central coordination with decentralized implementation. Based on these findings and a structured typology, the study proposes that Korea’s National Research Council of Science & Technology (NST), as a key intermediary organization, should evolve beyond its current role of institutional oversight. Specifically, NST should strengthen its capabilities in strategic planning and policy formulation, secure greater autonomy in budget allocation, and introduce decentralized elements through internal functional differentiation and delegated authority. These recommendations aim to enhance the flexibility, responsiveness, and long-term strategic orientation of Korea’s S&T governance framework.

본 연구는 과학기술 거버넌스 체계의 해외 사례 연구를 통해 한국 국가 과학기술 거버넌스 중간 관리 조직의 방향성을 제안하는데 목적을 둔다. 미국, 독일, 일본, 중국, 영국 등 5개국을 대상으로 거버넌스 구조, 예산 구조, 조직 집중도라는 세 가지 기준을 통해 비교 분석을 수행하였다. 분석 결과, 전통적 기술 강국인 미국, 독일, 일본은 분산형, 중국은 중앙집권형 구조를 보였으며, 영국은 통합과 분권이 조화를 이루는 혼합형 체계로 나타났다. 사례 분석 결과를 토대로 한국의 과학기술 거버넌스 중간 조직인 국가과학기술연구회는 단순한 기관 관리 기능을 넘어 전략 기획과 정책 수립 기능을 강화하고, 예산 편성과 배분의 자율성을 확보하며, 내부적으로 기능 분화와 위임을 통해 분산형 요소를 접목할 필요가 있음을 시사점으로 제시하였다.
