정부는 디지털 금융 시대에 대응하기 위한 핵심 전략으로 '원화 연동 스테이블코인'(KRW-pegged Stablecoin, 이하 KRW-SC)의 제도화를 추진하고 있다. 이를 위해 KRW-SC를 민간 핀테크 플랫폼이 발행하는 구조로 설계하고, 빠른 시장 확산, 디지털 경제 전환, 디지털자산 투자로 인한 자금의 국외 이전 억제 등을 정책 목표로 제시하고 있다. 그러나 본 논문은 KRW-SC가 법정 통화 지위를 갖지 않으며, 공개형 블록체인에 의존하는 민간 발행 토큰이라는 점은 1) 플랫폼 중심 정책 구조의 비효율성과 2) 디지털 금융 인프라로서의 기여도 부족을 일으킬 가능성이 높다고 분석한다. 또한, 원화 기반 디지털자산 거래 인프라의 한계는 KRW-SC의 3) 자본 유출 방지 수단으로서 한계를 보여줄 것으로 예상한다. 이러한 분석을 통해 본 논문은, 현재의 KRW-SC 정책이 디지털 경제 대전환의 촉매로 기능하기에는 한계를 지니고 있음을 지적하며, 이를 보완할 수 있는 대안적 방향으로서 중앙은행 디지털화폐의 가능성을 함께 검토한다.

The Korean government is promoting the "KRW-pegged Stablecoin" (hereinafter KRW-SC) as a key strategic response to the digital financial era. KRW-SC is designed to be issued by private fintech platforms, with policy goals that include rapid market adoption, acceleration of digital economic transformation, and mitigation of capital outflows caused by digital asset investments. However, this paper argues that the structural limitations of KRW-SC-namely, its status as a privately issued token without legal tender status and its reliance on public blockchain infrastructure-are likely to result in (1) inefficiencies in platform-centered policy implementation and (2) limited contribution as digital financial infrastructure. Furthermore, the limitations of the won-based digital asset ecosystem suggest that KRW-SC will face (3) fundamental constraints in functioning as an effective tool for preventing capital flight. Based on this analysis, the paper concludes that the current KRW-SC policy is insufficient to serve as a catalyst for the digital economic transition and explores the potential of Central Bank Digital Currency (CBDC) as a more viable structural alternative.
