The High Speed 2 (HS2) project in the United Kingdom is characterised by the involvement of multiple stakeholders, stringent construction standards, high technical complexity, and a lengthy construction period. These characteristics have a significant impact on investment costs and management efficiency. The project as a whole is characterised by large-scale investment, high management complexity, and strict requirements for investment control throughout the entire project lifecycle. To effectively identify and mitigate key risks during the implementation phase, this study employs the Analytic Hierarchy Process (AHP) to develop a customised risk indicator assessment system for the HS2 project. First, through a systematic risk identification method, primary risk factors are screened and integrated to form a comprehensive risk list. Based on this list, an Explanatory Structural Model (ISM) framework is constructed to reveal the hierarchical structure and interconnections of the identified risks. The research findings indicate that three key risk categories should be prioritised during the construction phase: economic risks, general contract risks, and typical contract risks. Based on these insights, the study proposes targeted risk response strategies and management recommendations. The objective is to provide theoretical support and practical guidance for risk management in the HS2 project and similar large-scale infrastructure projects.

영국의 하이 스피드 투(HS2) 프로젝트는 여러 이해관계자의 참여, 엄격한 건설 기준, 높은 기술적 복잡성, 장 기간의 건설 일정이 특징이다. 이러한 특징은 투자 비용과 관리 효율성에 중대한 영향을 미친다. 프로젝트 전반 적으로 대규모 투자, 높은 관리 복잡성, 전체 주기 투자 관리에 대한 엄격한 요구사항이 존재한다. 본 연구에서 는 구현 단계에서 주요 리스크를 효과적으로 식별하고 완화하기 위해 분석적 계층 구조 프로세스(AHP)를 적용 하여 HS2 프로젝트에 대한 맞춤형 리스크 지수 평가 시스템을 구축한다. 먼저 체계적인 위험 식별 접근법을 사 용하여 주요 위험 요소를 필터링하고 종합적인 위험 인벤토리로 통합한다. 이 인벤토리를 기반으로 해석적 구조 모델링(ISM) 프레임워크를 개발하여 식별된 위험 간의 계층적 구조와 상호 관계를 파악한다. 연구 결과에 따르 면 건설 단계에서 경제적 위험, 일반 계약 위험, 일반 계약 위험의 세 가지 주요 위험 범주에 특히 주의를 기울 여야 하며, 이러한 통찰력을 바탕으로 목표에 맞는 위험 대응 전략과 관리 권장 사항을 제안한다. HS2 프로젝트 및 이와 유사한 대규모 인프라 이니셔티브의 리스크 관리를 위한 이론적 지원과 실질적인 지침을 제공하는 것이 목표이다.
