본 연구는 우리나라 저소득 한부모가족을 지원하는 사업에서 어떤 정책수단이 사용되고 있는지를 체계적 으로 파악하는 데 목적이 있다. 이를 위해 연구자가 직접 2008년부터 2025년까지의 ‘한부모가족지원사업 안내’를 바탕으로 정책수단의 내용을 유형화하였다. 각 사업을 유형화할 때는 Salamon의 정책수단 유형에 따라 사업 내용 을 기준으로 유형화하였다. 2008년부터 2025년까지 시행된 한부모가족지원사업을 체계적으로 살펴본 결과, 강제성 과 직접성이 모두 높은 유형은 15.0%, 강제성은 중간이고 직접성이 높은 유형은 10.0%, 강제성이 중간이고 직접 성이 낮은 유형은 60.0%, 강제성이 낮고 직접성이 높은 유형은 3.3%, 강제성과 직접성이 모두 낮은 유형은 11.7% 로 나타났다. 특히, 정책수단 중 보조금 유형이 51.7%로 과반을 차지했다. 본 연구의 함의는 다음과 같다. 첫째, 표준화된 정책수단 유형분류 방법을 한부모가족지원사업에 활용하였다. 둘째, 한부모가족지원사업에 대한 정책의 흐름을 확인하였다. 셋째, 한부모가족지원사업이 앞으로 나아가야할 방향을 확인하였다.

This study examined the policy tools used in Korea’s Single Parent Family Support Program Guidelines from 2008 to 2025. Based on Salamon’s policy tool typology, programs were coded by levels of coerciveness and directness. The analysis revealed that a significant portion (60.0%) of the policies exhibited medium coerciveness and low directness. Other distributions included 15.0% with high coerciveness and directness, 10.0% with medium coerciveness and high directness, 3.3% with low coerciveness and high directness, and 11.7% with both low coerciveness and directness. Among the tool types, Grant tools were the most frequent, accounting for 51.7%. The study contributes by providing a standardized classification method for policy tools, identifying long-term trends in policy usage, and offering recommendations for future directions to improve support for low-income single-parent families.
