남극조약체제는 남극조약의 원칙을 기반으로 평화적 연구와 환경 보호를 목표로 하는 조약들의 집합체이다. 1991년 채택된 마드리드의정서는 환경 보호를 더욱 강화하여 사전 환경영향평가 의무화, 남극 해양 유해물질 배출 금지, 동식물 보호 등의 구체적 조치를 명시하고 있다. 브라질은 1984년 남극조약체제 가입 이후 본격적인 남극 연구를 시작했으며, 환경 보호를 최우선으로 하는 국제 협력과 과학 연구를 추진하고 있다. 특히 브라질은 PROANTAR 프로그램을 통해 기후변화와 생물다양성 보호 등 국제 협력에 적극 참여하며, 환경 보호와 경제적 이익의 균형을 도모하고 있다. 브라질의 환경법 체계는 국제사회의 모범 사례로 평가받고 있으며, 남극 관련 국제법을 국내법으 로 수용하여 환경 보호와 과학 연구에 관한 국제적 책무를 이행하기 위한 법적 기반을 제공하고 있다. 브라질은 다자간 협력과 남미 국가들과의 협력을 통해 남극 문제에 공동 대응하고 있으며, 이 같은 노력은 궁극적으로 남극조약체제 강화로 이어지고 있다. 남극 연구의 주요 참여국인 한국 역시 브라질을 비롯한 남미 국가들과의 협력을 통해 국제적 위상을 높이고 국익을 증진할 수 있을 것이다.

The Antarctic Treaty System (ATS) encompasses a suite of agreements predicated on the principles of the Antarctic Treaty, designed to facilitate peaceful scientific research and environmental conservation. The 1991 Madrid Protocol further bolsters environmental safeguards by mandating preliminary environmental impact assessments, prohibiting the discharge of harmful substances into Antarctic waters, and establishing measures for the protection of indigenous flora and fauna. Since joining the ATS in 1984, Brazil has emerged as a significant contributor to Antarctic research, prioritizing environmental stewardship in its international collaborations and scientific endeavors. Through its PROANTAR program, Brazil demonstrates active engagement in international initiatives addressing climate change and biodiversity conservation, while maintaining a careful balance between environmental protection and economic considerations. The Brazilian environmental legal framework, widely regarded as exemplary within the international community, establishes a comprehensive foundation for meeting international obligations by incorporating Antarctic-related international law into domestic legislation. Through multilateral partnerships and regional cooperation with South American nations, Brazil's collaborative approach to addressing Antarctic challenges ultimately reinforces the ATS framework. As a significant stakeholder in Antarctic research, Korea stands to enhance its global standing and advance its national interests through strategic partnerships with South American nations, particularly Brazil.
