본 연구는 정책흐름모형을 통해 수도권 광역교통정책에서 나타난 이원적 정책선도가의 출현과 그 정치적 동학을 분석한다. 특히 고양시 GTX-A 창릉역과 고양선 도래울역 신설 과정에서 나타난 전통적 정책선도가(국회의원)와 새로운 정책선도가(주민조직) 간의 전략 적 상호작용에 주목한다. 기존 정책흐름모형이 주로 공식적 행위자의 역할에 초점을 맞춰 왔다면, 본 연구는 주민조직이 어떻게 새로운 유형의 정책선도가로 부상하여 정책변동을 이끌어내는지를 분석한다. 2018년부터 2024년까지의 정책과정 분석 결과, 두 정책선도가는 상보적 자원의 전략적 결합, 체계적 역할분담, 정책학습의 제도화를 통해 효과적인 상호작용을 구축했다. 특히 제 21대 총선(2020년), 제20대 대선(2022년), 제22대 총선(2024년)으로 이어지는 선거국면을 전략적 기회구조로 활용하며 정책변동을 이끌어냈다. 이는 정책선도가 이론의 확장 필요성 을 제기할 뿐만 아니라, 대의민주주의와 참여민주주의의 창조적 접합 가능성을 시사한다.

This study analyzes the emergence of dual policy entrepreneurs and their political dynamics in metropolitan transportation policy through the lens of the Policy Stream Model (PSM). Focusing on the establishment process of GTX-A Changneung Station and Goyang Line Doraeul Station in Goyang City, it examines the strategic interaction between traditional policy entrepreneurs (National Assembly members) and new policy entrepreneurs (resident organizations). While existing PSM research has primarily focused on the role of formal actors, this study analyzes how resident organizations emerge as a new type of policy entrepreneur and drive policy change. Analysis of the policy process from 2018 to 2024 reveals that the two policy entrepreneurs established effective interaction through strategic combination of complementary resources, systematic role division, and institutionalization of policy learning. In particular, they utilized election cycles—including the 21st general election (2020), the 20th presidential election (2022), and the 22nd general election (2024)—as strategic opportunity structures to facilitate policy change. This suggests not only the need to expand policy entrepreneur theory but also the possibility of creative convergence between representative democracy and participatory democracy.
