본 연구는 일본의 서발턴 연구를 통해 동아시아의 소통과 상생을 달성하는 것을 목적으로 시작되었으며, 그 일환으로 현대 일본 사회에서 새롭게 창출되고 있는 서발턴을 찾는 데 주력하였다. 재일한국인 고령자는 재일 외국인 중 압도적인 수를 차지하고 있고 평생을 일본에서 살며 안정된 노후를 기대했다. 그러나 현재 재일한국인 고령자가 직면한 경제적 어려움, 열악한 건강 관리, 사회적 고립 등의 문제는 일본 전체의 고령자 문제와 얽혀있다. 게다가 노인 문제를 해결하기 위해 마련한 노인복지제도 가운데 ‘개호보험제도’는 언어, 문화, 시설의 부족으로 인해 돌봄을 받아야 할 입장에 있는 이들을 오히려 소외시키고 있다. 차별과 개호보험제도 영역에서의 배제라는 이중고를 안고 있는 현 상황은 일본사회가 재일한국인 고령자를 새로운 서발턴으로 만들고 있음을 보여준다. 현대 일본 사회가 법이나 제도 속에서 새로운 서발턴을 만들어내는 것을 억제하고 올바른 인식과 그에 근거한 개선을 통해 바람직한 제도를 만들어 내는 것이야말로 소통과 상생의 방법이 될 것이다.

This study began with the goal of fostering communication and coexis tence in East Asia through research on subaltern groups in Japan, focusing on identifying newly emerging subalterns in contemporary Japanese society. Elderly Korean residents in Japan likely expected to spend their later years in stability after a lifetime of living in the country. However, the review revealed that the economic hardships, inadequate healthcare, and social isolation they face are intertwined with the broader issues affecting the elderly in Japan. Additionally, the long-term care insurance system marginalizes them due to language barriers, cultural differences, and insufficient facilities. The current situation, where they endure the dual burden of discrimination and exclusion from the care insurance system, indicates that Japanese society is forming a new subaltern group. As a front-runner, a developed country has the responsibility and duty to serve as a model for other nations and societies. If contemporary Japanese society prevents the creation of new subalterns within its legal and institutional frameworks and develops desirable systems through proper understanding and subsequent improvements, the number of subalterns in modern society will decrease, thereby promoting communication and coexistence.
