본 연구는 중국 충칭시 대학체육시설 지역연계 방안을 모색하고자 전문가의견을 통해 요인들을 도출하였다. 본 연구에서 전문가집단은 체육대학 관리자, 생활체육 전공교수, 체육시설 관리자, 지방체육관리 공무원, 생활체육지도자, 체육총국 공무원, 주민관리위원회로 구분하여 의견을 수렴하여 자료 분석을 실시하였다. 이와 같은 과정을 통해 얻은 결론은 다음과 같다. 중국 충칭시 대학체육시설 지역연계의 중위계층은 개방방안, 정책방안, 시설방안, 관리방안, 안전방 안, 재정방안의 6개 요인으로 나타났다. 중국 충칭시 대학체육시설 지역연계의 우선순위를 살펴본 결과 개방방안은 국민 여가활용과 행복증진, 국민 건강향상과 보험료 절감, 지역주민의 학교 체육시설 적극 활용, 학교 재정 수익의 증가, 전문적 체육활동 서비스 제공의 순으로 나타났다. 정책방안은 국가 차원의 조례 제정, 학교 시설개방의 포괄적 정책 수립, 대학 체육시설 공유 명확화, 학교 및 지역사회 협력 강화, 지속가능한 중장기 계획 수립의 순으로 나타났다. 시설방안은 학교 체육시설의 합리적 배치, 학교 체육시설의 효율적 관리, 학교 체육시설의 개선, 학교 체육시설 건설 강화, 학교 체육부대시 설의 확충 순으로 나타났다. 관리방안은 명확한 관리 규정, 명확한 책임 구분, 신청 과정의 간소화, 네트워크 수단의 다양 한 활용의 순으로 나타났다. 안전방안은 대학 체육시설의 안전기준 마련, 정기적인 안전점검과 정비, 응급시스템 지원, 전문적인 안전관리 조직 구성, 학교 체육시설 관리전문가 양성, 의료보장의 순으로 나타났다. 재정방안은 국가재정과 지방재정 예산 증진, 학교 체육시설 사회화 발전 투자, 학교 체육시설 개방을 위한 특별 경비 편성, 사회 각계의 합법적 기부 모금의 순으로 나타났다.

This study sought to explore regional linkage plans for university sports facilities in Chongqing, China, and to derive factors through expert opinions. In this study, the expert group was divided into administrators of the College of Physical Education, professors of daily sports, administrators of sports facilities, local sports management managers, daily sports instructors, sports bureau managers, and resident management committees, and opinions were collected and data was analyzed. The conclusions obtained through this process are as follows. The middle level of regional linkage of university sports facilities in Chongqing, China, was found to be composed of six factors: opening measures, policy measures, facility measures, management measures, safety measures, and financial measures. As a result of examining the priorities of regional linkage of university sports facilities in Chongqing, China, the opening measures were in the following order: promoting leisure time and happiness for the people, improving national health and reducing insurance premiums, actively utilizing school sports facilities for local residents, increasing school financial revenue, and providing professional sports activity services. The policy measures were in the following order: enacting national ordinances, establishing comprehensive policies for opening school facilities, clarifying sharing of university sports facilities, strengthening cooperation between schools and local communities, and establishing sustainable mid- to long-term plans. The facility measures were as follows: rational arrangement of school sports facilities, efficient management of school sports facilities, improvement of school sports facilities, strengthening of construction of school sports facilities, and expansion of school sports auxiliary facilities. The management measures were as follows: clear management regulations, clear division of responsibilities, simplification of application process, and diverse use of network means. The safety measures were as follows: establishment of safety standards for university sports facilities, regular safety inspections and maintenance, emergency system support, establishment of professional safety management organization, training of school sports facility management experts, and medical insurance. The financial measures were as follows: increase of national and local finance budgets, investment in the socialization and development of school sports facilities, allocation of special expenses for opening school sports facilities, and legal donations and fundraising from all walks of life.
