Purpose: It is not easy to response and manage the Serious Accidents Punishment Act in the small sized enterprise. The essence is to provide the self-controlled prevention system response to the hazardous and danger factors which is the keys factors of the regulation. Method: Based on the new risk assessment guideline of KOSHA, we study the detail procedures and template examples of the risk assessment in case of the serous industrial accidents. But the serious civil accident does not define the detail regulations in the hazardous and dangerous factors. We define the detail procedures and template examples of the regulation. Result: We provides the detail procedure and template example of the hazardous and dangerouos factors management. Conclusion: In case of the Serious industrial accidents, we provides the detail risk assessment management. In case of The serious Civil Accidents, we study the procedures and template examples in the hazardous and dangerous factors.

연구목적: 중·소 기업에게 있어서 중대재해처벌법에 대한 대응과 관리는 쉬운 문제가 아니다. 중대재해 처벌법의 핵심 사항인 유해·위험에 대한 관리를 영세기업이 쉽게 할 수 있는 방안에 대한 연구를 제공하 는 것을 목적으로 한다. 연구방법: 안전보건공단의 새로운 위험성 평가 가이드라인을 기반으로 산업재 해에 대한 위험성 평가에 대한 세부적 절차와 예시를 제시하고, 시민재해인 경우 명확히 정의되지 않은 위해·위험 요인을 관리하는 방법에 대하여 절차적이고 템플릿 예시를 통한 연구를 진행하였다. 연구결 과: 중대산업재해에서는 위험성 평가를, 중대시민재해에서는 유해·위험 요인 관리에 대한 중대재해처 벌법에서 관리하는 요소에 대한 유해·위험 관리에 대한 세부적인 방법을 제시하였다. 결론: 중·소 기업 을 위한 유해·위험 요인 관리에 대한 세부 체계를 제시하였다.
