본 연구는 베를린시와 서울특별시의 스포츠 정책, 시설, 참여 실태를 비교 분석하여 두 도시의 스포츠 인프라 관리 및 발전 방향을 심층적으로 탐구하고자 하였다. 연구 목적은 각기 다른 문화적, 경제적 배경을 지닌 두 도시의 스포츠 정책 과 시설 운영 현황을 파악하여 서울시의 스포츠 정책 개선에 필요한 기초 자료를 제공하는 것이다. 연구 방법으로는 문헌 고찰을 통해 두 도시의 스포츠 정책 및 시설 현황을 분석하였고, 이를 토대로 비교 연구를 수행하였다. 연구 결과, 베를린시 는 스포츠 시설이 전 지역에 균형 있게 분포되어 있어 시민들이 쉽게 접근할 수 있는 환경을 조성하고 있으며, 이는 사회적 통합과 건강 증진에 긍정적인 영향을 미치고 있었다. 반면, 서울특별시는 특정 지역에 스포츠 시설이 집중되어 지역 간 불균형이 존재하였고, 이에 따라 일부 시민들이 스포츠 시설 이용에 있어 물리적, 경제적 장벽을 경험하고 있었다. 또한, 베를린시는 체계적인 스포츠 정책을 통해 장애인, 노약자, 난민 등 모든 시민이 스포츠 활동에 참여할 수 있는 기회를 제공 하고 있는 반면, 서울시는 비교적 제한된 종류의 스포츠 활동에 집중하고 있었다. 이 연구는 서울특별시가 스포츠 시설의 균형적 배치와 접근성 개선을 통해 포괄적이고 효과적인 스포츠 정책을 수립할 수 있는 기초 자료를 제공하는데 의의가 있다.

This study conducted a comparative analysis of sports policies, facilities, and participation in Berlin and Seoul to further explore the management and development of sports infrastructure in the two cities. The purpose of the study is to identify the current status of sports policies and facility operations in two cities with different cultural and economic backgrounds to provide basic data for improving sports policies in Seoul. The research methodology included a literature review to analyze the current status of sports policies and facilities in the two cities, and a comparative study was conducted. The results of the study showed that Berlin has a balanced distribution of sports facilities in all neighborhoods, creating an environment that is easily accessible to citizens, which has a positive impact on social integration and health promotion. In contrast, Seoul's sports facilities were concentrated in certain neighborhoods, resulting in an imbalance between neighborhoods, and some citizens experienced physical and economic barriers to accessing sports facilities. Furthermore, Berlin's systematic sports policies provided opportunities for all citizens, including the disabled, elderly, and refugees, to participate in sports activities, while Seoul focused on a relatively limited range of sports activities. This study aims to provide a basis for Seoul to establish a comprehensive and effective sports policy by balancing sports facilities and improving accessibility.
