2023년, 일본의 핵 오염수 해양 방류는 기존의 비전통적 핵 안전 규범에 부합하는지 여부에 대한 논란을 촉발했다. 이 논란과 그 배후의 일련의 국제적 반응은 규범 경쟁의 양상으로 나타났다. 이에 본 연구는 구성주의의 규범 이론을 도입하여, 일본이 규범 체계의 틀 내에서 어떠한 수단을 사용하여 정책 게임을 수행하는지 탐구한다. 분석을 통해, 본 연구는 일본이 규범 논쟁의 유형, 권위 있는 연합의 구축, 지역 행위자의 영향 력이라는 세 가지 변수를 기반으로 규범 경쟁의 진화 방향을 최종적으로 결정했다고 판단한다. 일본은 특정 담론 전략을 통해 국제 행위자들을 혼란스럽게 하고, 권위 있는 연합을 구축함으로써 자신의 지지 기반을 강화한다. 또한, 지역 행위자들의 입장은 경 쟁 행위자들과의 전략적 관계와 기존의 지역 규범 표준에 기초하여 일본에 대한 영향 력을 행사한다. 현재, 일본이 비전통적 핵 안전 규범에 대해 취하고 있는 이중 기준은 여러 당사자들 사이의 공감대 형성을 어렵게 만들어 여전히 논란의 여지가 있다. 하지 만 미국과 중국의 전략적 경쟁 구조 하에서, 일본의 수정주의적 행동은 서방의 묵인을 받고 있으며, 다른 국가들이 이를 모방할 가능성이 높다. 이로 인해 비전통적 핵 안전 규범의 실패와 거버넌스의 무질서 위험이 급격히 증가할 것이다.

2023年，日本核污水排海引发了其行为是否符合现有非传统核安全规范的争论。这一 争论及其背后一系列国际反应，体现为一种规范竞争之势。为此，本研究通过引入建构 主义的规范理论，以探索日本在规范机制框架之下是采取何种手段进行政策博弈的。通 过分析，本研究认为，日本基于规范争论类型、建立权威联盟、地区行为体施动这三个 变量，最终决定了规范竞争的演化方向。日本通过一定话语策略迷惑国际行为体，通过 建立权威联盟来增强自身支持。并且，地区行为体的立场建立在与竞争行为体的战略关 系、既有地区规范标准的基础上，来对日本进行施动。当前，日本对待非传统核安全规 范的“双标做法”难以凝聚各方共识，仍在争论中。但在中美战略博弈框架下，日本的修 正主义行为得到西方的默许，其他国家可能会群起效仿，未来非传统核安全规范“失灵” 和治理“无序”的风险将因此急速上升。

In 2023, Japan’s discharge of nuclear effluent sparked a debate over whether its actions were in line with existing non-traditional nuclear safety norms. This controversy and the series of international reactions behind it are reflected in a trend of normative competition. To this end, this research introduces constructivist normative theory to explore the means adopted by Japan to conduct policy games under the framework of normative mechanisms. Through analysis, this study argues that Japan ultimately determines the evolution direction of normative competition based on three variables: the type of normative debate, the establishment of authoritative alliances, and the exertion of regional actors. Japan has used certain discursive tactics to confuse international actors and strengthen its support by building authoritative alliances. At the same time, the position of regional actors is based on strategic relationships with competing actors and existing regional normative standards. At present, Japan’s “double standard approach” towards norms is difficult to gather consensus among all parties, and Japan’s revisionist approach is still under debate. However, under the framework of the Sino-US strategic game, non-traditional nuclear safety norms are ignored by the West, and other countries may follow Japan’s behavior, so the risk of “failure” and “disorder” of governance of non-traditional nuclear safety norms in the future is rising rapidly.
