In Korea, the school-age population is also continuously decreasing due to the decrease in population. As a result, universities are directly affected by the attraction of new students, and universities located in relatively provincial areas are having more difficulty in entrance exams. This trend of population decline is not a temporary phenomenon, but is expected to accelerate further in the future. This study discusses the need for innovative changes in universities due to the acceleration of population decline in Korea and presents countermeasures. In this paper, it was emphasized that in order for universities to adapt to the era of population decline, lifelong education should be focused. For the establishment and operation of the university's lifelong education system, this study presents specific countermeasures as follows. First, in order to expand support for lifelong education to the entire nation, the problem of securing finances must be solved. Second, in order to secure a budget for lifelong education support, it is necessary to actively review special accounts or fund management plans as well as general accounts. Third, an environment should be created so that learners can receive the learning they want at a time when the importance of lifelong education increases due to changes in the demographic structure and increased demand for people's learning. Fourth, it is necessary to secure the diversity of lifelong education programs and manage the programs to improve the quality of life for individual lifelong education learners and to increase the participation rate of lifelong education socially.

우리나라는 인구 감소로 인해 학령인구도 지속적으로 감소하고 있다. 이로 인해 대학들은 신입생 유치에 직접 적인 영향을 받고 있으며, 상대적으로 지방에 위치한 대학들은 입시에 더욱 어려움을 겪고 있다. 이러한 인구 감소 추세는 일시적인 현상이 아니라 앞으로 더욱 가속화될 것으로 예상된다. 본 연구는 우리나라의 인구 감소 가속화에 따른 대학의 혁신적인 변화가 필요함을 논의하고 이에 대한 대응 방안을 제시하고자 한다. 본 논문에서는 대학이 인구 감소 시대에 적응하기 위해서 평생교육에 초점을 두어야 함을 강조하였다. 본 연구는 대학의 평생교육 시스템 구축과 운영을 위해 다음과 같이 구체적인 대응 방안을 제시한다. 첫째, 평생교육 지원을 전 국민으로 확대하기 위해서는 재정 확보의 문제를 해결해야 한다. 둘째, 평생교육 지원을 위한 예산 확보를 위해 일반회계뿐만 아니라 특별회계나 기금운 용계획을 적극적으로 검토해야 한다. 셋째, 인구구조의 변화와 국민의 학습 수요 증가로 평생교육의 중요성이 증대되 는 시점에서 학습자가 원하는 학습을 받을 수 있도록 환경을 조성해야 한다. 넷째, 평생교육 프로그램의 다양성을 확보 하고 평생교육 학습자 개인의 삶의 질 향상과 사회적으로 평생교육 참여율을 높이기 위한 프로그램 관리가 필요하다.
