문화예술전문인력에 대한 역할과 중요성이 강조되고 있다. 실제 2015년부터 지역문화전문인력 양성사업을 시작 으로 여러 관련 기관과 해정 단위에서 유사한 사업을 시행하고 있다. 본 연구에서는 (재)제주문화예술재단의 문화예 술전문인력 양성사업사례를 대상으로 사업의 배경과 진단을 통해 새로운 방향성을 모색하는 과정과 시행 내용을 살 피고자 한다. 특히 제주의 경우 지역문화전문인력 양성사업 원년부터 참여한 경험을 바탕으로 2021년부터는 전문성 의 범위를 기획뿐 아니라 연구, 행정, 실무 등으로 확대하여 사업을 개선하여 시행하고 있다. 아이디어 생성이나 일회 성 사업시행을 지양하고 장기적이고 본질적인 전문 역량 강화를 위해 ‘리서치’를 강조한 배경을 사업 참여자와 운영 진 FGI를 통해 진단했다. 이후 해당 논의가 어떻게 사업 개선으로 연결되었는지 개선지점들을 밝히고, 그로 인한 변 화와 의미를 살피고자 하였다.

The significance of cultural and artistic human resources has gained substantial attention in recent years, leading to the implementation of several related projects at various institutions and maritime levels since 2015. Among these initiatives, the Jeju Foundation for Arts & Culture(JFAC) has expanded its scope beyond the average training program of local cultural experts. This study delves into the factors that led to the foundation's emphasis on "research" and the subsequent transformations and significance of this decision in fostering long-term and essential professional capabilities. To better understand the rationale behind the emphasis on "research," the project management and research team conducted a Focus Group Interview (FGI) with the project participants and working group of JFAC. This study aims to explore the process and execution of this programs's evolution by analyzing its background, diagnosis, and efforts to forge a new direction.
