As there are several cases of public apps that have failed to be popularized despite significant budget execution, it is time to consider about improving consumer acceptance of public apps for successful implementation of digital platform government. In the literature, there are many studies related to technology acceptance model (TAM), but there are limited studies using technology readiness acceptance model (TRAM) which considering individual characteristics. Additionally, empirical studies on publicness in the field of public app are limited. This study aims to analyze the effect of technology acceptance on the intention to use public apps using TRAM and to verify the moderating effect of publicness between perceived usefulness, perceived ease of use and intention to use.
