지방자치가 주요 화두가 되는 현시점에서 지방의원의 역할은 상당히 중요하다. 하지만 지방의원은 전문성 부족 등으로 인해 지역 의제를 효과적으로 다루지 못하고 있다. 이에 본 연구는 현 문제를 해결할 수 있는 요인으로 정치적 소통에 주목하였으며, 지방의원의 정치적 소통과 입법생산성 간에 이론적 연계 고리를 규명하는 데에 초점을 맞추고자 한다. 본 연구는 서울특별시 제10대 의회를 대상으로 지방의원의 정치적 소통과 조례안의 의 결 결과 자료를 수집하여 순서형 로지스틱 회귀분석을 실시하였다. 분석 결과에 따르면, 정치적 소통 활동의 민원 수렴 활동과 입법 탐구 활동은 입법생산성을 높이는 요인으로 작 용하였다. 즉, 지방의원은 정치적 소통을 바탕으로 지역주민의 의제를 수렴하고 이를 자신 의 조례에 반영함으로써, 입법 성공을 달성할 수 있게 된다는 결론을 도출할 수 있다. 따라서 지방의원은 입법 활동을 수행하면서 정치적 소통의 중요성을 인지하고 있어야 한다. 이와 더불어 지방의원은 입법적 성공을 달성하기 위해 지역주민과 더 적극적으로 소 통 활동을 수행해야 할 것이다.

At the current juncture where local autonomy is a major topic, the role of local councilor is quite important. However, due to a lack of expertise and other factors, local councilors are unable to effectively address local issues. Therefore, this study focuses on political communication as a factor that can resolve this problem and aims to identify the theoretical link between political communication by local councilor and legislative productivity. This study conducted a sequential logistic regression analysis by collecting data on political communication by local councilor of the 10th Seoul Metropolitan Council and the legislative outcomes of ordinances. According to the analysis results, among the activities of political communication, activities such as gathering public opinions and conducting legislative investigations were found to contribute as factors that enhance legislative productivity. In other words, local councilor can achieve legislative success by incorporating the concerns of local residents through political communication and reflecting them in their ordinances. Therefore, local councilor need to recognize the importance of political communication while performing legislative activities. Additionally, they should actively engage in communication activities with local residents in order to achieve legislative success.
